Research On Improving Supervision Mechanism Of Local Government Procurement In China

With the economic and social development of our country,the government procurement has made remarkable achievements.Its scale has been continuously expanded,and the system has been perfected unceasingly.However,with the development of government procurement,some problems are gradually exposed,such as high price,low quality and rent-seeking corruption,which has seriously damaged the interests of the state and the people.By now,China is trying to join the Government Procurement Agreement,and has launched negotiations with the World Trade Organization.The negotiation calls for the opening of sub-central entities(provincial governments),which is the inevitable result of economic globalization and the way to integrate into the world economic system.Therefore,improving the supervision mechanism of local government procurement is the irresistible trend of the world.This research focuses on the supervision mechanism of local government procurement by means of theoretical research and field investigation.Based on the relevant theories,such as Principal-agent theory,Public choice theory and Rent-seeking theory,it makes an objective analysis of the current situation of local government procurement supervision.Meanwhile,this study focuses on the analysis of the United States,the United Kingdom,the European Union member states,Russia and other countries in the field of local government procurement supervision.Connecting the analysis of experiences and lessons,this research puts forward countermeasures of establishing a set of coordinated and interconnected mechanism to improve China's local government procurement supervision mechanism and solve the "Kowloon water control" dilemma.In order to improve local government procurement supervision mechanism,China should assign departmental responsibilities and integrate supervisory forces.This paper also discusses how to strengthen supervision from the perspectives of budget,review,relief,social supervision and construction of a clean government,so as to reduce rent-seeking space and improve the efficiency of government procurement.At the same time,this paper puts forward the innovative concept of "Internet+ Government Procurement".It points out that it is necessary to improve the electronic service of government procurement and promote the pattern of "Internet + Government Procurement" to break down regional barriers of information.Only in this way can China achieve information-sharing and enhance the transparency of government procurement.
