As an important part of project management,project procurement management determines whether the project objectives can be successfully implemented and affects the normal development of other project management activities.Moreover,it is of great significance for the project to be carried out smoothly and successfully.This study is mainly from the project owner of the Minhang branch of China Mobile perspective,for in-depth analysis and discussion to solve Gumei sub-districk wireless network optimization project,key project solutions provider selection index system and selection method of the problem.The main work and achievements of this paper are shown as follows:1)Condense four business requirements of project suppliers: having the corresponding qualifications,having a certain comprehensive strength,with the ability to serve the project and having similar project experience.2)Build a model of comprehensive evaluation for procuring project suppliers with multi-level indexes and its calculation method.According to the analysis of the demand for project supplier,the supplier selection index system,which consists of 4 first-level indexes: service programmes and service capabilities,comprehensive strength,bid quotation,similar projects experiences,is formed.Through improving the traditional TOPSIS method,a theoretical method is put forward to select the supplier.This work provides effective support for the development of purchasing work.The improved GAHP method is proposed to determine the weight of the procurement index system of the project scheme supplier for the optimization project of Gumeisub-districk,and the comprehensive evaluation of the multi-level index is achieved.3)Effect Evaluation.The proposed model in this paper is tested through case study for establishing the index system and model of the project solution provider selection.
