With the further globalization of the economy, further division of market specialization, further reduced of market space, available resources, and corporate profit margins, the competition among enterprises is becoming increasingly fierce. How to develop new profit space becomes an urgently problem needing to be addressed, logistics, as the non-core business of many companies, becomes an main outsourcing is increasingly becoming the main target to be outsourced.Although the function and scope of logistics outsourcing continues to expand, and the logistics outsourcing becomes increasingly popular, the failure of logistics outsourcing is endless. So this thesis analyzed the two main causes of the failure of logistics outsourcing: logistics outsourcing decision-making errors and wrong choice of suppliers. For decision problems in logistics outsourcing, the thesis analyzed the classical method of logistics outsourcing decision-making and logistics outsourcing model, and then developed a three-dimensional model of logistics outsourcing decision-making; for the logistics outsourcing vendor selection and evaluation process, the thesis analyzed an classical logistics outsourcing process and the various evaluation methods, and then build a system of logistics outsourcing vendor selection and evaluation process and methodology. In this thesis, three aspects of logistics outsourcing vendor selection and evaluation are discussed, including: the building and revision of assessment index system, the initial selection of logistics outsourcing providers, the final select and assessment of logistics outsourcing providers. Among them, the evaluation index system's construction process including the analysis of the construction principles and the description of the significance of various indicators; for the correction of evaluation system and the initial selection of suppliers fuzzy scoring was used, and then the threshold was setted by experts, the final fuzzy comparison was used in the end; for the final selection and evaluation of supplier, a combination of methods of AHP (Analytic Hierarchy Process) and fuzzy TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) was used, both methods were fully utilized, so that the evaluation process more scientific and accurate.
