Competition Policy Coordination To Promote Integration Of The Guangdong-Hong Kong-Macao Greater Bay Area Study On The Mechanism Of Action

Trade restrictions based on market mechanisms are difficult to achieve due to restrictions on competition from monopolistic or dominant companies that abuse market dominance and hinder the free flow of goods and elements across borders.There is an urgent need to incorporate competition policies into free trade agreements.negotiation.Numerous studies have found that the role of competition policy in promoting regional integration to deep development has become increasingly important and has become an important part of regional free trade agreement negotiations.In recent years,China is also exploring this aspect.For example,China-South Korea,China-Sweden,China-Ice and other free trade agreements have a special chapter on competition policy coordination.However,one issue that deserves attention is that CEPA and its supplementary agreements signed by the mainland and Hong Kong and Macao,which have the widest coverage and the highest level of integration in China’s FTA,have not negotiated on the coordination of competition policies.This paper mainly studies how the competition policy promotes the deepening development of Guangdong,Hong Kong and Macao.This paper comprehensively applies the literature research method,index analysis method and comparative research method to analyze the integration process and integration status of Guangdong-Hong Kong-Macao Greater Bay Area,find out the problems faced by Greater Bay Area integration and give competition through theory.Policy coordination explains the mechanism of integration,and finally puts forward the competition policy recommendations for the integration of Guangdong-Hong Kong-Macao Greater Bay Area in conjunction with the role of EU competition policy coordination in integration.The study found that due to the unique “one country,two systems” institutional arrangement in Greater Bay Area,there are still many shortcomings in policy docking.At present,the cooperation in Greater Bay Area is under the framework of CEPA,but CEPA and its supplementary agreements are mainly aimed at trade in goods.The system design of access,although there are “service trade agreements” and “investment agreements” in its supplementary agreements,these agreements are to resolve tariffs and non-tariffs from the “boundary” that hinder the free flow of commodity elements across borders.Barriers,but can’t solve the anti-competitive behaviors that hinder integration from monopoly of enterprises,and can’t meet the requirements of liberalization of service trade in Greater Bay Area.Then,the importance of competition policy as the main measure to restrict monopoly,enhance competition and maintain market order is self-evident in the liberalization of service trade and the integration of the Greater Bay Area.Through the analysis of the status quo of Greater Bay Area,this paper concludes that the Guangdong-Hong Kong-Macao Greater Bay Area has reached the common market and the service industry-based integration stage,the location entropy index of the industrial development through Greater Bay Area,and the service industry of Greater Bay Area.The division of labor index and the calculation of regional spatial concentration show that the integration degree of Greater Bay Area is weakened first and then weakened,which is related to the level of industrial agglomeration of service industry,the difference of industrial structure and the degree of liberalization of service trade.Through the theory of service trade liberalization and competition,it can be found that when the market is dominated by the service industry,it is easier to form a monopoly to hinder the integration process.The coordination of competition policy can promote the establishment and promotion of the common market by increasing competition and restricting monopoly.Trade liberalization,which promotes the integration process.In the current regional economies,the EU has formed a relatively complete competition policy system and enforcement mechanism,and both the EU and China are written laws.Through the study of EU competition policy,we propose to deepen the integration of the Greater Bay Area.In terms of competition policy in the Bay Area,it is necessary to promote the establishment of a common market through competition policy,establish a competition policy framework for the three places,and promote the development of trade liberalization through competition policy.
