For a long time,most of the human activities and behaviors have been carried out on land.However,as land resources are dried up and populations are increasingly concentrated in coastal areas,people begin to pay more attention to the ocean.The development of the marine economy is inseparable from the interaction with the land.Only through the integration of land and ocean can the greatest economic benefits of the two be brought out,which has become a new trend in the development of economy.However,due to the late introduction of the concept of marine-inland economic integration,the current research mainly focuses on the concept,connotation and research scope of marine-inland economic integration without a complete theoretical framework and measure mechanism.Many governments of coastal area have proposed some specific measures for the development of marine and land industries from the practice of their own marine economic development,which are limited to emphasize the concept of development and lack of specific implementation plans.Therefore,studying the connotation and measure mechanism of marine-inland economic integration is of great significance to the development of the theory of marine-inland economic integration,the formulation of ocean policy and the practice of marine-inland economy.In 2010,the governments of Guangdong,Hong Kong and Macao first proposed the concept of “The Guangdong-Hong Kong-Macao Greater Bay Area”,which is composed of the Pearl River Delta and two special administrative regions.It is located in the southern gate of China,playing an important role in improving the level of China's opening up and in the process of promoting economic growth.The theme of this paper is the integration of marine-inland economy in the Guangdong-Hong Kong-Macao Greater Bay Area.Therefore,how to smoothly and effectively promote the integration of marine-inland economy in the region has become the core of the problem.This paper is mainly composed of six aspects:First,this paper introduces the history and experience of the world's three major Bay Areas.Then analyzes the relevant research progress and comments on the integration of marine-inland economy at home and abroad,and clarifies the ideas,contents and methods of the research.Secondly,this paper introduces the theoretical basis of marine-inland economic integration from three aspects,the basic concept of marine-inland industries,the connotation of marine-inland economic integration and related theories respectively.After analyzing the definitions of the marine economy and the land economy as well as the marine industry and the land industry,the specific classification of the land and marine industry are listed.On the basis of combing the literature,the concept and connotation of marine-inland economic integration are analyzed,and the spatial boundary of research is given.Finally,based on the relevant theoretical basis of marine-inland economic integration,a marine-inland economic integration system is constructed,which includes the marine economic system and the land economic system,being analyzed according to the industrial relevance theory,the dissipative structure theory and the synergy theory.Third,this paper expounds the dynamic mechanism of marine-inland economic integration.After analyzing the interrelationship between the marine economic system and the land economic system,the energy gradient from sea to land and from land to sea is elaborated,which is the intrinsic dynamics of marine-inland economic integration.Based on relevant theories of economics,a model of marine-inland economy is built deepening the theoretical basic research in the previous chapter.Fourthly,through extensive research and reading of the literature,the paper analyzes in detail the advantages,disadvantages,opportunities and threats in the integration of marine-inland economic integration in the Guangdong-Hong Kong-Macao Greater Bay Area.Using the Quantitative Strategic Planning Matrix(QSPM matrix)model,the marine economic development strategy,the land economic development strategy and the marine-inland economic development strategy of Guangdong-Hong Kong-Macao Greater Bay Area have been evaluated,showing that the formulation and implementation of the marine-inland economic development strategy is an important policy for the economic development of this bay area.Fifthly,this paper establishes a marine-inland economic integration model based on system coupling and total factor coupling,analyzing the time series from coupling degree and coupling coordination degree from four aspects,marine-inland economic aggregate,industrial structure,economic benefit and the sustainability respectively,empirically finds that the process of integration of marine-inland in Guangdong-Hong Kong-Macao Greater Bay Area is still in its infancy.The development speed is slow and the interactions between marine-inland industries are weak,which remains a long way to go.Sixthly,this paper proposes the strategic design of the marine-inland economic integration of Guangdong-Hong Kong-Macao Greater Bay Area and explains the strategic composition from five aspects: spatial layout,industrial system,the drive of innovation,ecological civilization and public service.
