The Optimization Study Of Attracting Investment And Talent Supportive Policies In Luoyang

China's “13th Five-Year Plan” has put forward the strategy of implementing innovation-driven development,which focuses on innovation as the basis of current development.It emphasizes that development must be supported by talent development and centered on scientific and technological innovation,so as to promote the organic combination of mass entrepreneurship,mass innovation and scientific and technological innovation.It can be seen that the introduction and cultivation of talents and the development of scientific and technological innovation have become the core factors for the development of China's economy and the expansion of strategic emerging industries.All local governments are also paying more and more attention to the work of attracting investment and attracting talent.Attracting talents through scientific and technological innovation and attracting projects through talents has become the focus of attracting investment and attracting talent for all local governments.Various preferential policies will be adopted to attract foreign investment,introduce talents and projects,increase local fiscal revenue,increase local economic aggregate and promote the rapid development of local economy.Talent support and science and technology support policy,as the key factors to determine the effect of investment attraction,play a leading and guiding role in the work of investment attraction and talent attraction.In recent years,the formulation and implementation of some supportive policies have played a real role in promoting investment attraction and talent attraction,have promoted the introduction of local talents,the development of science and technology and economic growth.However,some supportive policies have various problems.After the policies are issued,they cannot achieve the desired policy effects.This paper firstly summarizes the status quo of Luoyang's investment and talent introduction,and analyzes Luoyang's capital and talent introduction and project distribution during the period of “12th Five-Year Plan”.On this basis,comparative analysis of Luoyang's industrial upgrading,talent introduction,technology innovation and other policies,found that Luoyang's main support policies to attract investment and talent focused on two aspects: talent introduction and scientific and technological innovation.In addition,there are some problems in the current supportive policies,such as poor policy information transmission,incomplete coverage of policy objects,poor operability and difficulty in implementation.These problems lead to investment projects of low quality,the lack of incentive policies,the lack of science and technology personnel,and the insufficient attraction of investment environment.These restrict the economic development of Luoyang,the introduction of talents and the progress of science and technology.Then,through the comparative analysis with the policies of Tianjin and Xi'an,we can absorb the advanced experience,try to put forward four countermeasures and Suggestions,including increasing the publicity of supportive policies,improving the content of supportive policies,strengthening the implementation of supportive policies,ensuring the establishment of a scientific policy assessment and evaluation system.Hope this paper can provide some reference for Luoyang's investment support policies.
