Since the reform and opening up,China’s economy as a whole has undergone earth-shaking changes,and its social development has also changed with each passing day.The driving force to promote the rapid development of economy and society comes from all aspects,among which the role of attracting investment cannot be ignored.Strengthening investment attraction is not only an important driving force for the continuous development of economy and society,but also an important means to eliminate backward driving forces and introduce new ones,which promotes the rational allocation and effective use of urban resources,and more effectively enhances the core competitiveness of cities and regions.Among many cities,Harbin has stepped into the transition stage of pursuing high-quality development from the initial start to the mid-term development in the process of attracting investment.After the20 th National Congress of the Communist Party of China,Harbin took the initiative to integrate into the modernization development of the Chinese style,took the work of attracting investment as the main power source and lifeline to promote economic development,and considered the work of attracting investment as a comprehensive strategic measure to promote high-quality economic development.Investment promotion plays an important role in promoting economic development,optimizing industrial structure,promoting industrial transformation,and building a happy and livable city.However,it is inevitable to encounter some problems in the process of investment promotion.This paper studies and analyzes the investment attraction policy of Harbin.Specifically,it mainly focuses on the following aspects: the perfection of the policy system,the match between the policy and industrial development,the stability of the policy and the accuracy of the policy publicity.In view of these problems,from the research perspective of public management,this paper focuses on the behavioral strategy of attracting investment in Harbin City,giving consideration to the effectiveness of the policy of attracting investment,and striving to obtain certain theoretical research and countermeasure analysis results.Based on this,the paper defines the relevant concepts from the two aspects of investment attraction and investment attraction policy.Taking the effectiveness of investment attraction policy as the criterion,it summarizes the remaining room for improvement of Harbin’s investment attraction policy,which exists in the aspects of systematization,matching,stability and publicity.On the basis of empirical research and comparative study,this paper puts forward overall ideas and countermeasures for optimization and development of investment and attraction policy of Harbin City,and believes that a complete investment and attraction policy system should be constructed,the investment and attraction policy adapted to the leading industry should be improved,the stability of the policy should be improved,and the precision publicity of investment and attraction policy should be increased.
