Since the reform and open policy, the small and medium-sizedenterprise of our country obtained the fast development, holds theextremely important status in the entire national economy .It plays themore and more vital role, which guarantees the stable growth of thenational economy, alleviates the employment pressure, draws the folkinvestment, optimizes the economic structure, promotes the marketcompetition, advances the technology innovation and so on. The small andmedium-sized enterprise's talented person supports the key, which theenterprise develops, is also one of strong vigor talented personcommunities in the Chinese reform and open policy flood tide. But as aresult of own inferiority, the small and medium-sized enterprise attractsin talented person's competition to be in the obvious inferiority, themajority of enterprises cannot hire the talented person, cannot detainthe talented person and cannot nurture the talented person, causes theenterprise talented people to be deficient.In the knowledge-based economy time, the talented person havealready become the core resources of the knowledge-based economy, and whohad and uses the most outstanding talented person, who could form the corecompetitive power of the enterprise, in an impregnable position in themarket competition. The core of the market competition is the competitionof the talented person. The talented person takes the important resourcesof the enterprise, which importance is day by day prominent. The smalland medium-sized enterprise's development receives the hindrance becauseof the lacks of the talented person in the very great degree.Facing the new situation, the small and medium-sized enterprise mustset up the idea that "the talented person's resources is the firstresources", must stand the strategic altitude of the enterprisedevelopment, fully realized to the talented person's status and thefunction in enterprise's core competitive power cultivation, must speedup the structure of talent adjustment, realizes the goal that the talentedperson troop high quality, the structure of talent most reasonable, thehigh efficiency of the talented person resource's development, thusestablishes small and medium-sized enterprise talented person troop thatadapts the market economy system's request ,the high quality, thereasonable structure , the sufficient quantity. The small and medium-sizedenterprise so long as persist the spirit of "humanist", hold the realnecessity of the talented persons, according to the actual situation ofinside and outside environment, acts as circumstances permit to formulatethe corresponding talented person strategy, improves the consummationunceasingly in actual, can hold the small space throughout in the intensemarket competition.
