The economic development momentum of China has shifted from factor-driven and investment-driven to innovation-driven in the background of new ecnomy.High-tech industries are knowledge-technology-intensive industries,and they are also active gathering points for innovation.Their innovation performance directly affects the overall efficiency of the industry and the ability of national innovation,which in turn affects economic growth rate and quality of China.As the largest province in China's economy,Guangdong Province's subversive innovation activities have played an important role in promoting the transformation and upgrading of the entire high-tech industry structure.In recent years,Guangdong Province has continuously increased investment in high-tech industry innovation.The province's science and technology expenditures have gradually increased,research and development capabilities have been continuously enhanced,and the increase in research and innovation investment is a necessary and sufficient condition for enhancing the innovation capability of high-tech industries.According to statistics,Guangdong's high-tech industry R&D expenditure in 2016 reached 15.56 billion dollars,an increase of 16.48% over 2015,which is 17.7 times of the average level in other regions.There are more than 6570 high-tech enterprises,3,029 enterprises with R&D activities and more than 262,122 people engaged in R&D activities.At the same time,the patent output has improved significantly,including 64,880 patent applications and more than 164,338 effective invention patents,ranking first in the country.However,due to the limited resources and the current economic situation,the high-tech industries in Guangdong Province have experienced problems such as uneven regional development,uncoordinated industrial structure,and increasingly bottlenecks in development.To ensure the sustainable development of high-tech industries in Guangdong Province,research and development of innovation performance is the best choice,so it is necessary to objectively and effectively evaluate the disruptive innovation performance of high-tech industries in Guangdong Province.Dependent on the theory of disruptive innovation,this paper uses Theil entropy model,combined with the entropy and the improved TOPSIS method to evaluate the disruptive innovation performance of high-tech industries in Guangdong Province.Based on the comprehensive analysis of domestic and foreign disruptive innovation research,this paper constructs a high-tech industry disruptive innovation performance evaluation index system,and discusses disruptive innovation performance of the high-tech industry in Guangdong Province.This paper researches the innovation performance from the industrial level,compares the level of disruptive innovation performance in all regions of the country,and analyzes disruptive innovation performance of pharmaceutical manufacturing,electronics and communication equipment manufacturing,computer and office equipment manufacturing,Medical equipment and instrumentation manufacturing.And it focuses on disruptive innovation performance in Guangdong and Jiangsu.The research shows:(1)high-tech industry disruptive innovation performance has the greatest impact on the number of valid invention patents,the least affected is the high-tech industry development coefficient;(2)compared with other parts of the country,Guangdong's high-tech industry disruptive innovation performance ranked first;(3)subdivided into four major industries,Guangdong's disruptive innovation performance is the best in electronics and communication equipment manufacturing,computer and office equipment manufacturing,but in pharmaceutical manufacturing and medical instrument and instrument manufacturing,Jiangsu ranked first;(4)compared with Guangdong Province and Jiangsu Province,Guangdong's pillar high-tech industry is electronics and communication equipment manufacturing,which's disruptive innovation performance level is much higher than other regions.And Jiangsu's pillar high-tech industry is medical instrument and instrumentation manufacturing.The development trend of Guangdong's disruptive innovation in the high-tech industry is better than that in Jiangsu.Finally,the paper relies on the research results to propose corresponding policy recommendations to improve the disruptive innovation performance of high-tech industries in Guangdong Province: focus on the development of high-tech industry leading industries,promote the coordinated development of other industries;accelerate the transformation and upgrading of industrial structure,promote the healthy development of high-tech industries;increase the investment in subversive innovation,optimize the performance of subversive innovation output;focus on small and medium-sized high-tech enterprises development,attach importance to the training of scientific and technological personnel;establish a sound financial system,strengthen the financial guarantee system;attach importance to knowledge creation,improve the intellectual property protection system;create a good environment for innovation,and provide conditions for enterprises to implement subversive innovation.
