The Efficiency Of Food Safety Regulation Research

Based on the local government's food safety supervision effectiveness as a research focus,four chapters interlocking,present progressive type of frame structure,from the the micro field of food safety regulation,through data analysis and empirical research,combing the basic food safety regulatory supervision efficiency decline of the main problems and the reasons of the problems,and puts forward corresponding countermeasures.Specifically,taking the food safety supervision efficiency of Beilun district,Ningbo city as an example.In the past three years,the food safety supervision efficiency of Beilun district has been ranked back year by year in the performance evaluation of the whole city,and the satisfaction of food safety has declined.on the basis of the theory of government performance management,analysis the government nearly three years in the food regulatory capacity,regulatory costs,regulatory quality,the change of the social evaluation index of four aspects,find out the main problems of basic food regulation and analysis of the causes,then the countermeasures to improve the supervision efficiency of basic food safety are obtained.The four parts of the paper are: the first part is the concept and theoretical elaboration of the effectiveness of food safety supervision,including the concept of food safety,supervision and efficiency,and the theory of government effectiveness management.The second part is the part of empirical research,the Beilun District food safety supervision and performance evaluation system based on the existing situation of evaluation of the efficiency of supervision for nearly three years,the shortcomings of the existing evaluation index system analysis,design of establishing evaluation index more scientific and reasonable,is the main evaluation index from four dimensions of design supervision cost index,regulatory capacity index supervision,quality index and social supervision,and through the questionnaire in the form of scoring selected key indicators are analyzed,then the concrete analysis of the evaluation index in the past three years the specific value changes.The third part is based on the research and analysis of the second part of the empirical data,looking for food safety supervision efficiency decline year by year,the existing problems and the reasons,the fourth part is to analyze the reasons for the third part,explore the countermeasures to improve the efficiency of supervision of food safety,mainly reflected in four aspects,one is the expansion of grassroots regulatory power;two is to enhance their ability to support the three is to improve the supervision technology;credit system;the four is to improve the social supervision mechanism.
