A Study On The Problem Of Accurate Identification Of Poverty Objects And Its Countermeasures

With the arrival of a moderately prosperous society in all respects in 2020,the task of poverty alleviation has entered a critical moment.Laiyuan County,as an old revolutionary base area and a key county of "three in one" poverty alleviation and development,also has to complete the task of poverty alleviation.At present,although China's poverty alleviation work has achieved certain results,the quality of people's life has been improved,and the index of poverty objects has declined substantially,there are still problems in the poverty alleviation work,such as inaccurate identification of poverty objects.Therefore,it is of great theoretical and practical significance for the effective implementation of the targeted poverty alleviation work to improve the attention to the problem of accurate identification,find out the causes of the problem,solve the problem of accurate identification and improve the accuracy of the identification.Starting from the accurate identification of poverty objects,this paper takes Laiyuan County,a national poverty-stricken county as the survey object,deeply understands the identification methods and basic procedures of poverty objects,further summarizes and analyzes the accurate identification of poverty objects in Laiyuan County by using the methods of literature research,interview and system analysis,and combines the current relevant research and the content of China's targeted poverty alleviation policy This paper analyzes the problems of Multidimensional Poverty Theory,game theory and participatory development theory,and then defines the extension and connotation of the three core concepts of poverty object,precise identification and precise poverty alleviation.At the same time,it analyzes the three representative towns of Laiyuan County,Liujiazhuang,dongtuanbao and zomayi,and grasps the main problems in the current precise identification of poverty objects in Laiyuan County The main problems are that the operation process of some identification personnel is not standardized,the procedures are lack of transparency,the identification quantitative analysis method is not implemented in place,the awareness of participation in the identification of poor objects is low,there are some problems in the identification of poor objects,such as the distribution of rigid indicators,and the inaccurate information of poor objects.Through further research on the identification problems in practice,it is found that the above problems are caused by the imperfect selection procedure of identification personnel,the lack of pertinence of identification quantitative analysis method,the inadequate understanding of poverty object policy,the unreasonable setting of identification indicators,and the imperfect supervision of poverty information supervision platform Put forward countermeasures and suggestions for the above problems.First of all,we need to standardize the construction of identification personnel team,including strict selection of identification personnel,strengthening the accurate training of identification personnel,establishing avoidance system and assessment standards for identification personnel;second,we need to further optimize the identification method of poor objects,establish scientific and rigorous identification methods,improve the quantitative identification link,and set up indicators of poor objects;third,we need to improve science Finally,we should improve the participation of poor objects and use new technology to strengthen the propaganda of accurate identification strengthen ideological support and improve the sense of participation.
