Research On Problems And Countermeasures In Management Of "Coal To Gas" Project In Shihezi City, Xinjiang

Shihezi City as a city of industrial agglomeration,which has been developing continuously in recent years.At the same time,the problem of air pollution has become increasingly prominent and the air quality has been declining continuously,which has attracted public attention.2017 is the decisive year for the implementation of the National Ten Atmospheric Regulations.Since then,the General Office of the State Council,the National Development and Reform Commission and other government departments have issued many relevant policy documents to effectively promote the work of "coal to gas" throughout the country.In 2017,Shihezi responded positively to the call of the central government,autonomous regions and corps,focusing on the industrial field.Shihezi started the project of "coal to gas" in order to start the battle of defending the blue sky in Shihezi.Taking the project management of "coal to gas" in Shihezi City as the research object,this paper discusses the overall situation of "coal to gas" project in Shihezi City,analyses the current situation and effectiveness of the project management of "coal to gas" in Shihezi City,studies the problems and causes existing in the project management of "coal to gas" in Shihezi City,and puts forward corresponding improvement suggestions.Firstly,this paper summarizes the related theoretical research of "coal to gas" at home and abroad through literature research method;describes the implementation of "coal to gas" project in Shihezi City through investigation and research method,and analyses the management status and effectiveness;and gives a positive evaluation of its implementation effect through comparative research method.Secondly,through the method of investigation and research,the problems and causes of Shihezi coal-to-gas project management are analyzed,including high market access threshold,insufficient total investment,policy implementation relying on subsidies,imperfect natural gas pricing mechanism,lagging government quality acceptance work,initial problems of maintenance after coal-to-gas reform,insufficient information disclosure,lack of social supervisionmechanism and other issues.Finally,from the perspective of management,this paper tries to put forward some countermeasures and suggestions to improve the management of Shihezi City's "coal to gas" project,in order to improve the quality and efficiency of municipal public service supply,and provide feasible guidance for Shihezi City's "coal to gas" project in other fields.
