At present,At this stage,China's cities are developing rapidly,and various types of infrastructure construction are increasing.However,relying on state financial allocations has far exceeded the project construction funding requirements.In order to solve such problems,the national government introduced PPP(public-private partnership)to mobilize social capital investment in public projects.From the perspective of the construction of domestic infrastructure PPP projects in recent years,it has the advantages of reducing local financial burden,rational allocation of resources,and diversified operations.In this case,the PPP construction model has received more and more attention.As one of the most critical steps in the construction of PPP,bidding directly determines whether the project construction cooperation can be successful.Domestic understanding of bidding is based on other general engineering models and cannot effectively and objectively evaluate social capital.In addition,the domestic government did not understand the relevant policies and regulations,project agencies,and bidding processes.Many projects failed to reach a consensus among the partners and could not be successfully completed.Through this research,we hope to help government departments make accurate judgments.This paper firstly combs and summarizes relevant literatures at home and abroad,and draws the basic theory and core points of PPP management,namely the efficiency of cooperation between public and private parties in the whole process of PPP project;from the aspects of policy and regulations,institutional setup and bidding procedures This paper studies the bidding mechanism of PPP projects at home and abroad,and provides reference for the design of PPP project bidding mechanism.Combined with the characteristics of bidding evaluation of rail transit PPP model,the evaluation index system based on analytic hierarchy process is analyzed.It includes the principles for constructing an evaluation indicator system and the framework for evaluating the indicator system.Under the engineering practice experience,the evaluation indicators of the bidder qualification,construction and maintenance plan,financial status,financing plan,legal plan and bidding quotation are given,and the judgment matrix and consistency test are obtained on this basis.The calculation method of the comprehensive weighting coefficient of generalized chromatographic sorting;Finally,taking Xuzhou as an example to analyze the PPP mode bidding.It operates in the form of “BLMT”(construction-lease-conservation-transfer)at the level of laws and regulations.In terms of organizational structure,Xuzhou City integrates various departmental resources according to actual needs to establish a professional PPP bidding management office,set up bidding and centralized management,supervision and management departments and implement the "twosessions" system.In terms of aspects,the organization of the professional management committee,and the selection of specialized project teams directly responsible for the work of the PPP project;in the evaluation model,combined with the Xuzhou rail transit tender documents and key factors,the application of the AHP system engineering method to the evaluation The target optimization ratio is selected.The application system methodology is used to optimize the bidding and the optimal bidding scheme is obtained.In the bidding process,increase market feedback,and build a one-stop integrated bidding information platform based on feedback.
