Research On The Project Scope Management Of Pork Quality Traceability System

Pork food safety problems such as abuse of veterinary drugs,additives and animal hormones in recent years reflect the quality problems existing in the pork industry chain.At the same time,pork is the main meat choice of Heilongjiang Province consumers,accounting for 60% of the total.The quality and safety of pork is a major issue related to the health of consumers.Therefore,the General Office of the State Council issued the Opinions on Accelerating the Construction of the Traceability System for Important Products(No.95,issued by the State Office of the People's Republic of China),which clearly put forward the guiding spirit of accelerating the construction of the traceability system for important products.This paper aims to determine the scope of pork quality traceability system from the perspective of project management,and provide guidance for the establishment of the system.This paper provides the present situation of pork quality traceability in Heilongjiang Province,taking time as the main line,elaborated the related status of raw material supply,slaughter processing,transportation and sales,management and monitoring,and government supervision.Analysis of the existing problems and causes,the problems are reflected in the establishment of institutions,laws and regulations and accountability,the reasons are not only stakeholder factors,but also the positioning of government departments,markets,society and other issues.Determine the objectives of the Heilongjiang Province pork quality traceability system project,and use the method of hierarchical analysis of the overall objectives and sub-objectives.The overall objective is based on the entire industrial chain of pork product circulation,including breeding,slaughtering,processing,transportation,sales,management and other links,in accordance with the traceability indicators by the functional departments of the government products.Supervision and management,through the traceability platform,to achieve in each link to the industrial chain,the next two directions of food safety related information inquiries.Determine the sub-goals involve the functional docking of government departments in charge,the perfection of laws and regulations system,and the establishment of qualitytraceability system platform.The work decomposition structure of the pork quality traceability system project,including the design,traceability factors and supervision approaches of the subsystems,such as breeding farm subsystem,slaughter subsystem,processing subsystem,transportation subsystem,sales subsystem and management subsystem.This paper provides guidance for the establishment of pork quality traceability system in Heilongjiang.
