"The safety of food is first." This is an image expression, because our people pay more attention to the "food", and "food" occupies an important position in daily life from ancient times. However, food problems always occur from time to time today, so the food safety is the focus of attention of every citizen. Facing more serious resource and environmental problems, food insecurity bring disaster to almost all the food necessary for people's life, and raise concern and reflection of food safety. China is a big consumer of pork and harmful pork spread widely, so improving meat quality and safety management will help to protect the health of consumers, and enhance our competitiveness of food in the international market. Since reform and opening, China's government attaches great importance to food safety issues, the construction of a new system of food safety is an important direction we have been exploring. But because of moderate initial there are many problems in China's current safety supervision system of pork compared with developed countries. Traceability system has clear potential liability and other characteristics, which has been revered as an effective means of control by most countries. So, it is an effective way to guarantee China's pork quality and safety if we establish traceability system which makes wholesale markets as platforms, all kinds of pork suppliers as participants, relevant government departments as effective supervisors.At present, domestic and foreign scholars make a lot of research on food safety issues and has made many achievements. This paper systematically reviewed the results of recent studies, and use Consumer Behavior Theory, Producer Behavior Theory, Regulation Economics, Contract Economics, Game Theory, Supply Chain Theory and Stakeholder Theory to builds a factor model of pork suppliers'behaviors in the process of participating pork traceability system, and make a research on the establishment of traceability system about quality and safety of pork. In this framework, we make a research on the differences of traceability level between municipal and county Pork wholesale markets, differences of traceability ratio in pork'entrance and exit, and at the same time, the analysis of reasons with the use of statistics and comparative analysis, based on the research data and information from 356 supplier wholesale markets of Xinyu,Pingxiang, Jiujiang, Yintan,Yichun, Jian in Jiangxi Province. We also study the factors of supplier behavior in traceability systems theoretically and empirically. In addition, on the basis of analysis of the main micro-economic acts, with the direction of government intervention theory, and drawing on the experience of typical country, we analyze the present situation and existing problems on pork quality and safety management system and propose a number of policy measures.We reveal mechanism of pork quality and safety traceability system from three aspects, which is the level of pork wholesale suppliers, consumers and government departments. The conclusions are: (1) The percentage of the implementation of pork quality and safety traceability systems in Shanxi Province, is not high, and the relevant subjects in the pork supply chain are not fully participating.(2) The regression analysis of 528 consumer behavior consumer demand from 11 cities in Jiangxi Province showed that: most consumers realize the importance of quality and safety of pork and know about the situation of pork quality and safety and its impact factors, but this understanding is one-sided or even wrong; consumers usually concerned about pork quality and safety information through the network, television, radio, newspapers and so on; consumers are more likely to trust the authoritative government and the main professional bodies and other information disseminations; While there are several factors that affect consumers'awareness about pollution-free pork, green pork, organic pork, but consumers have a certain willingness to pay for the pollution-free pork, green pork, organic pork and other safe pork.(3) Supplier behavior about implementation of the system can be affected significantly by the way of access, admission registration, government inspection frequency, income ratio, relative size and the acknowledgement of the system.(4) None of the pork wholesale markets effectively implement the existing system of the traceability system, and the relevant government departments have difficulties on various aspects of the pork supply chain management, and there are big differences between municipal and county-level wholesale markets in implementation of the traceability system.
