Research On Problems And Countermeasures Of Supervision Of Social Insurance Fund In Taixing

Social insurance is related to the health and happiness of hundreds of millions of people.How to effectively manage and use social insurance funds is an important issue related to the improvement of people's livelihood.However,at present,China does not have adequate theoretical and practical experience on the supervision of social insurance funds.The phenomena of appropriation and misappropriation can be found in the process fund supervision.Therefore,how to prevent all kinds of risks and frauds,how to strictly control the supervision of social insurance funds,and how to ensure the safety of social insurance funds from the institutional level,become problems have to be settled urgently.At present in Taixing,there are many problems in the supervision of social insurance funds,which are manifested from following aspects: the inadequately equipped supervision personnel,the weak team strength,and the low supervision information level.Resources are not shared;the powers and responsibilities of supervision bodies are not clear.The system is imperfect.The system construction is lagging behind and the legal system is not strong.Main reasons include the imperfect regulatory system,the dispersion of regulatory responsibilities and the single means of supervision.Social insurance fund supervision is not a simple task,but a systematic project of management.The government takes the main responsibility of supervision;it should assume the functions of supervision system innovation,supervision method optimization and supervision institution improvement.In view of problems exposed in the process of social insurance fund supervision,following recommendations are put forward in this paper.Taixing can establish a special fund supervision institution to strengthen the training of full-time fund supervisors;an information sharing mechanism can be built to regulate the management of social insurance fund.It is also needed to accelerate the construction of a digitized supervision platform,and formulate a safety responsibility system for the supervision of social insurance fund.The performance evaluation system can be applied in the process of social insurance fund supervision.Relevant departments should also accelerate the construction of legal system,and make innovations to improve the supervision of social insurance fund.
