| Social insurance is the core of social protection, and the social insurance fund is the material basis of social insurance. The social insurance fund is related to the stability of the social insurance and the whole social security system. Social insurance fund is seemed as the people’s "survival money", so its operation is also related to the social stability and unity. As the subject of the implementation of the social insurance system, our government should play the role of its mainstay in the management and supervision of the social insurance fund. It is seemed that establishing a sound government regulatory mechanism of the social insurance fund in China, is the necessary measures that guarantees the fund safety and getting profit, and also is the only way to achieve the social insurance system’s sustainable development.From the start with the definition of the social insurance fund and government regulation, this thesis has analyzed the basic theory about the social insurance fund regulated by the government, and has described the principle and necessity of the government regulation on the social insurance fund. From the analysis on the status quo of the regulatory on the social insurance fund, this thesis has reached a conclusion including the unclear of the division of the existing regulatory mechanisms, high costs of the decentralized management, the waken specialized supervision, loose internal control and defaulted external supervision. On the basis of learning the foreign regulatory experience of the social insurance fund, the thesis has clearly positioned our government in the future regulation of the social insurance fund, and further proposed the countermeasures improving China’s government regulatory mechanisms of the social insurance fund, including to clarify the division of responsibilities, implementing performance management of social insurance, and also the special supervision, internal control, and improving the social supervision. |
