The Responsibility Of Local Government In Social Insurance Fund Supervision

Social insurance funds are the core of the social security system and the material basis of steady social insurance system running. In recent years, the case of the outbreak of the social insurance fund displays that the Fund Regulation having some serious problems. Although the State Policy was made to strengthen the control of social insurance funds, at the same time the local government also strengthen the supervision of social security funds, but there are still for improvement. According to government responsibility, to carry out the supervision of the social insurance funds is government obligations. Firstly, the paper introduce a clear definition of social insurance funds, properties,rund regulatory objectives, and summarizes the results of international and national research of fund regulation and government regulation of the basic theory. Under the background of C City, the paper describe the regulatory status of the social insurance fund, summarized the role of government and the supervision policies and measures. Meanwhile to found deficiencies in supervision fund, such as the problem of vacant, offside, dislocation of the government accountability, analyze the underlying deep-seated reasons in order to propose recommendations to improve the government's regulatory responsibility of social insurance fund. By building the system of multivariate and mutual restrict supervision of social insurance fund system, dividing the main division of the government and other organizations'duties, creating the regulatory system which all supervision organizations working together, in order to achieve effective supervision of social insurance fund.
