Study On The Evaluation Of Poverty Alleviation Effect Of Policy Agricultural Insurance In Sichuan Province

Poverty aleviation has always been the top priority of our party's work.The poverty alleviation of rural population is the key to achieving a comprehensive welloff society.Policy agricultural insurance is an important measure to solve the problem of peasant poverty in China,and it is also a must to ensure the safety of agricultural production in China.Since the comprehensive pilot of policy agricultural insurance in Sichuan Province in 2007,the living standards of farmers have been greatly improved.However,the current policy agricultural insurance poverty aleviation system has not yet been formed in Sichuan Province,and policy agricultural insurance still has some shortcomings in many aspects.Sichuan Province is one of China's major agricultural provinces and plays a vital role in food production throughout the country.At the same time,Sichuan Province is also a province with frequent natural disasters.It suffers from natural disasters such as earthquakes,droughts,floods,molds,and freezing,as well as diseases such as bird flu,swine flu,plant diseases and insect pests,due to geographical location and national history.There are many poor people,a wide range of poverty,a deep poverty level,and a difficult poverty aleviation.It has always been the focus of poverty alleviation work.As one of the first pilot provinces for policy agricultural insurance,Sichuan Province has actively explored and achieved certain results in policy agricultural insurance.Studying the policy-based agricultural insurance poverty aleviation efficiency in this region will help to further deepen the research implications of poverty aleviation and poverty aleviation in poverty-stricken areas in China.The main contents of this paper are as follows: Firstly,the research background and significance of this paper are expounded,and the research status at home and abroad is summarized and reviewed.The research contents and research methods,as well as innovations and deficiencies of this paper are introduced.Then some of the papers appear in this paper.The related concepts are defined and the theoretical basis of the writing is explained.Then,from Sichuan Province,the poverty status is analyzed,and the main modes and effects of Sichuan's policy agricultural insurance participation in poverty aleviation are summarized.To determine the selection principle of indicators,based on the correlation analysis of the factors affecting agricultural insurance poverty aleviation,select indicators from farmers,insurance companies and government to construct an evaluation system for poverty aleviation effect of agricultural insurance;finally,based on effective data of Sichuan Province,The indicators of various levels of insurance poverty aleviation are determined and the weights are determined.The impact factors of agricultural insurance poverty aleviation effects are empirically simulated.Finally,the results are calculated and the data are processed.The comprehensive analysis of indicators at all levels indicates that the current policy agriculture in Sichuan Province Insurance for poverty alleviation Enough place,and put forward relevant policy recommendations.Finally,according to above analysis,the author put forward the policy proposal.Such as,paying attention to the training of special agricultural insurance personnel,accelerating the innovation of agricultural insurance products;increasing the publicity of agricultural insurance and poverty aleviation,increasing the enthusiasm of farmers to participate in insurance;innovating financial subsidies to promote industrial upgrading in poverty-stricken areas;improving the legal system and provide guarantee for policy agricultural insurance for poverty aleviation.
