Study On The Utility Level Of Policy-related Agricultural Insurance In Hubei Province

Agriculture， as the basic industry，related to the nation’s stability and thelivelihood of its people． The central government attaches great importance to theagriculture industry，the CCP’s first policy document of recent years kept focus on theissues of agriculture． Nowadays， the central government is to promoting themodernization of the agricultural industry， deepen reform of the rural finance andgreatly improve the rural citizens’ living standard， Policy-Oriented AgriculturalInsurance is an important part of the issues．Agricultural insurance the importantpolicy for the agricultural industry in developed countries throughout theworld．China， as its vast， large difference of geographical environment， issuffering the frequent natural disasters， for hundreds of billions loss in agriculturalindustry every year． Therefore， the development of agricultural insurance isparticularly important for her． At present， the development of the Policy-OrientedAgricultural Insurance in China is still in a relatively backward state; especially inthose new-start provinces． As a big agricultural province， Hubei，the developmentof its agricultural insurance is quite inappropriate with its production，the province hasa large area of crops uninsured，committed a potential threats to the security andstability of the society， even the entire nation．This paper uses the analytic hierarchy process to construct Policy-RelatedAgricultural Insurance operation effectiveness level evaluation system， through thescientific method to objectively reflect the Policy-Oriented Agricultural Insurance inHubei province．To carry out the situation，the suggestions are given by the systemanalysis．Specifically， this paper first introduces the concept of Analytic HierarchyProcess (AHP)， steps and method of use， this paper introduces the YAAHPsoftware usage， for later calculation of each province policy-related agriculturalinsurance utility level comprehensive score well on the technical methods． Then，the introduction of the concept of Policy-Oriented Agricultural Insurance andagriculture insurance in our country at present there is what kind of operatingmechanism． Through the Policy-Oriented Agricultural Insurance operating UtilityLevel connotation interpretation， analysis indicates that the SIX indicators affectingthe level of utility．The author then list the Hubei province and other provinces and cities on the sixindexes of the related data， and system is calculated using YAAHP software，concluded five provinces policy-related agricultural insurance and the utility levelcomprehensive score， and analyzed the result of each index calculation． Throughthe analysis of these data， the author summarized the targeted policy agriculturalinsurance in Hubei province development lag reason， combined with the case tomake analysis on it．This paper， based on the research of the Policy-Oriented Agricultural Insurance operation effectiveness is obtained in Hubei province the utility level is low， there islack of fiscal subsidies， Policy-Oriented Agricultural Insurance propaganda is notenough，the agricultural insurance market chaos，claimed low conclusions，and putforward the feasible to solve the problem of the optimization measures andrecommendations．...
