| For the past few years, the frequently happening events of product quality and food safety have gained much internal and international attention. Therefore, as the government departments in charge of product quality, Quality Inspection Agencies at all levels have tried to improve testing level in order to satisfy the needs of economic society by obtaining new technologies, adding new equipments especially strengthening professional skills and inspection capability, particularly the operating ability of the institutions. The Total Quality Management and Industrial Engineering in the modern theory of Operations Management can help improve the quality of products and efficiency; it can be widely used in enterprise and gain a lot of benefits.On the basis of the review and summary of theoretical knowledge relevant to The Total Quality Management and Industrial Engineering in the modern theory of Operation Management, this article intends to analyse the main features of the operation of quality supervision and inspection through intensive study of it. Based on modern theory of Operations Management, the author takes the Guangxi's Quality Inspection and Supervision Department as his research object and deeply probes the problems in its inspection levels and efficiency with Total Quality Management as his guiding theory . The author tries to build a platform of Total Quality Control system for Guangxi's Quality Inspection and Supervision Department, the platform will help administrate the daily work of quality inspection efficiently and ensure its high quality and efficiency. In the daily management, the author made full use of technologies relevant to Industrial Engineering, optimized the layout of the lab, shortened the flow time and waiting time of the sample, these efforts has decreased the inspecting period and improved inspection efficiency.This article expounds the application situation of Total Quality Management and Industrial Engineering and improves the quality level and efficiency of the inspection system by means of applying The Total Quality Management and Industrial Engineering to the quality supervision and inspection system with the help of relevant theory and knowledge.
