Research On The Application Of PPP In The Supply Of Public Cultural Facilities In Counties

The report of the 19 th National Congress of the Communist Party of China pointed out that at present,the main contradiction in our country has become the contradiction between the people's growing needs for a better life and the development of unbalanced development.As the material life of the people changes,people's demand for spiritual culture has become stronger.As the material carrier for people to enjoy spiritual and cultural life,county public cultural facilities play a huge role in promoting the strategy of cultural power and realizing the construction of a well-off society in an all-round way.However,with the reform of fiscal and taxation system in our country and the increasing financial pressure of county governments,it is difficult to meet the demand for the construction of county public cultural facilities solely provided by the government.Faced with the increase of spiritual and cultural demand and the shortage of local finance,it is inevitable to change the current supply mode.The public-private partnership(PPP)is an innovation of cooperation between the government and the social capital,which adheres to the principle of benefit sharing,risk sharing,and partnership,takes the maximization of the government's public interest and the appropriateness of social capital's economic interest as the criterion,and emphasizes that the limited government finance can leverage the huge investment of social capital,so as to improve the quantity and quality of the supply of county public cultural facilities.PPP to supply county public cultural facilities is a favorable measure to give full play to the decisive role of the market in resource allocation and promote the supply-side structural reform of public services in China.Therefore,this paper takes county public cultural facilities as the research object,seeks for the dilemma of PPP in the supply process of county public cultural facilities,and attempts to answer the contradiction between the rapid development of PPP in infrastructure field and the slow progress of PPP in public service field.As the main body of public service responsibility,what disadvantages does the government have in PPP project operation? And how to improve the operation efficiency of PPP project of county public cultural facilities?Based on the theory of public goods,government failure theory,principal-agent theory and new public service theory,this paper uses literature research methods,quantitative,case analysis and qualitative analysis methods,normative analysis methods and other research methods.On the theoretical level,it analyzes the concept and characteristics of county public cultural facilities,related concepts,characteristics and types of PPP.On the practical level,according to the data of the Ministry of Finance and the Social Capital Cooperation Center,this paper points out the present situation of PPP supply of county public cultural facilities in our country.It is mainly reflected in the continuous increase in the demand for PPP projects,the high degree of regional concentration,the large proportion of government investment and the steady improvement of the quality of PPP projects.It also expounds the benefits of PPP in providing county public cultural facilities from the perspectives of economy,politics and society.At the same time,the existing dilemma of PPP are clarified,and attribution analysis is proposed from four aspects,including government role consciousness,relevant mechanism,project selection and management efficiency.In addition,the typical and representative cases are selected to make a detailed description of the operation process of PPP in the supply of public cultural facilities in the county,and the reference significance of this project is pointed out.In view of the above reasons,it is proposed to change the functions of the government,reduce the barriers to social capital entry,rationalize the working mechanism,improve the project operating environment,clarify the project positioning and improve the operational system,enhance the feasibility of the project.In order to improve the feasibility of PPP project in the supply of county public cultural facilities,it can promote the development of PPP in public service and infrastructure construction.
