Research On The Dilemma And Countermeasures Of The Cooperation Between Government And Social Capital In PPP Project

In order to relieve the financial pressure of the government,improve the efficiency of project financing,increase the supply of public goods and better realize the public value,PPP projects came into being.The 19 th National Congress of the Communist Party of China(CPC)clearly pointed out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.To facilitate high-quality economic development,the CPC Central Committee has established key strategic layouts in the Beijing-Tianjin-Hebei region,the Yangtze River Economic Belt,the Guangdong-Hong Kong-Macao Greater Bay Area,the Yangtze River Delta,the Yellow River Basin,and Sichuan and Chongqing regions.Among them,Z city,as a key city of high-quality development in the Yellow River Basin,shoulders the important task of building a national central city.The high-quality development of strategic regions is inseparable from infrastructure construction.Infrastructure projects are generally of large size,and it is far from enough to rely only on the power of the government for infrastructure investment.Social capital with capital and management capacity has become an important partner of the government in promoting infrastructure investment.After the 19 th CPC National Congress,THE PPP model experienced four years of rapid development and entered a new era of high-quality development.In 2020,under the severe international situation and the impact of the epidemic,General Secretary Xi Jinping proposed a new development pattern of "domestic cycle as the main body,and domestic and international double cycle mutually reinforcing",anchoring the strategic basis for expanding domestic demand.Strategies to create opportunities for development,infrastructure construction as the basis for the development of high quality,will further expand investment scale,between the government and enterprises "equality,harmony,efficiency,win-win" cooperation partnership for the project construction will promote play a positive role,and vice could lead to project can’t normal performance,thereby causing loss to the public interests.However,we know that THE PPP model started late in China,relevant theoretical and empirical research is still in the initial stage,there is no clear understanding of some situations,to solve the current problems is the key to achieve high-quality development of PPP projects.Therefore,the theme of "Research on the dilemma and Countermeasures of the cooperation between government and social capital in PPP Projects" has significant theoretical and practical implications.This paper first sorted out a large number of written materials,introduced the PPP model,government-enterprise cooperation and other aspects,the new public management theory and principal-agent theory as the theoretical fulcrum,and elaborated the DEVELOPMENT of PPP model at home and abroad.Based on the facts,this paper analyzes the SITUATION of PPP projects in Z City and the development of PPP model in China,and puts forward the main problems in the current government-enterprise cooperation.Finally,it carefully studies the advantages and experiences of the UK,Canada and other countries in government-enterprise cooperation,draws on the successful experience of developed countries and combines the actual situation of China.This paper puts forward some countermeasures and suggestions,such as perfecting laws and regulations,establishing perfect risk sharing mechanism,strengthening financial commitment management of PPP projects,accelerating the establishment of specialized management institutions and training of professional personnel,and improving information disclosure construction.
