A Study On The Application Problem Of Public—Private—Partnership In Agricultural Infrastructure And Improvement Measures

The development of agricultural countryside is the basis and guarantee of Promoting Rural Revitalization Strategy and realizing agricultural modernization in China.In the process of agricultural development,the conditions of agricultural infrastructure seriously restrict the improvement of agricultural modernization.Effective supply of agricultural infrastructure can optimize the allocation of agricultural resources and provide material basis for sustainable development of agriculture.In the document No.1 of the Central Committee in 2019,it was clearly pointed out that in order to continue to increase investment in the agricultural sector,it was emphasized that there were many hard tasks to be accomplished in the field of agriculture,countryside and farmers.In order to realize agricultural and rural modernization,we must continue to consolidate agricultural infrastructure,implement agricultural and rural infrastructure construction projects,and improve the level of rural public services.PPP mode enables the government and social capital to cooperate in the form of concession contracts,which can effectively solve the financial problems in the field of public services.PPP model simply refers to the government's cooperation with social capital through the sale of public services.During the cooperation period,both sides stipulate their rights and obligations by signing franchise agreements,allocate risks reasonably and effectively,and give full play to their comparative advantages.In recent years,PPP model has developed rapidly and been widely used in China.In urban infrastructure construction,the application of PPP model has been relatively mature after several years of development,but the application of PPP model in agricultural infrastructure construction in China is still relatively small.Through empirical analysis,this paper finds that agricultural infrastructure is different from urban infrastructure,which has the characteristics of high investment,low comparative benefits,large impact of natural disasters,large amount of labor input and strong spatial decentralization.As a result,the enthusiasm of social capital participation is not high,and the supply of agricultural infrastructure has been insufficient for a long time.PPP model is adopted in the field of agricultural infrastructure construction.An effective way to solve the problem of insufficient supply.However,through the analysis of the construction of agricultural projects in China's PPP project bank,this paper draws a conclusion that there are still many problems in China's agricultural infrastructure PPP projects,such as insufficient total amount of projects,low landing rate,low participation of social capital,unbalanced regional development,unreasonable structure,and lack of effective supervision,as well as lack of risk distribution,laws and regulations.To solve these problems,based on the theoretical basis and framework of PPP model applied in agricultural infrastructure construction,this paper analyses the current situation of PPP model applied in the field of agricultural infrastructure in China,studies the existing problems and causes,and puts forward improvement countermeasures from the aspects of mode selection,path optimization and policy recommendations.In order to solve the problems arising from the application of PPP model in the construction of agricultural infrastructure in China,and to provide countermeasures and suggestions for improving the supply of agricultural infrastructure in China.
