Research On Industrial Structure Succession And Transition Development Of Compound Resource-Based City

The Resource-based cities are formed and strengthened by the development of local natural resources such as minerals and forests.Their production and development are closely related to resource development.In the early days of socialist construction,it embodied human industrial civilization and urban civilization,guaranteed the supply of energy,resources and national strategic security,greatly shortened the time of national industrialization,urbanization and modernization,and made tremendous achievements for the country's economic development.Contribution,the transformation problem faced by almost all of resource-based cities are due to the influence and restriction of its own resources,urban life cycle and economic environment,in the later stages of their development.Panzhihua City was made during the “third line construction”period,the development of domestic resources,and it was a typical“pre-mining city”resource-based city.After more than 50 years of construction and development,panzhihua has developed into an important industrial town in the western region of China.In 2017,the per-capita GDP was reaching92,584 yuan,ranking the first in Sichuan,and the urbanization rate reached 65.99%.Rapid development of urban economy,with the coming of urban maturity,the resource-based cities have risen many problems because of rapid development of their economy,Such as high resource dependence,single economic structure,low efficiency,significant industry solidification and locking effect,and poor living environment and so on.Therefore,industrial transformation for them is an inevitable path.This paper will discuss and study the transformation path of Panzhihua according to the idea of industrial structure succession,status evaluation and continuous alternative industry cultivation,which is based on the urban transformation and development and the problems existing in the industrial structure of Panzhihua.This paper mainly uses statistical yearbooks,statistical bulletin data,and field research to obtain data on industrial development in Panzhihua City.The method of quantitative and qualitative combination is used to analyze the succession process of Panzhihua City's industrial structure,evaluate the status quo of industrial structure,and then analyze the industrial transformation and upgrading of Panzhihua City and discuss the path of industrial transformation.The article measures the industrial structure succession process of Panzhihua City from the four aspects of output value structure,employment structure,input structure and ownership structure,and evaluates the status quo of industrial structure byusing industrial structure change rate and benefit index.The research results show that the internal differentiation of Panzhihua's industrial structure is obvious.There are three industrial structural imbalances in the current economy,uncoordinated economic development;unreasonable employment industry structure,large deviations;high concentration of input and output,unhealthy economic system;low economic returns and serious losses.It can be seen that the industrial transformation and upgrading of Panzhihua City cannot be delayed and the pressure is enormous.The main factors affecting the transformation and upgrading of industrial structure are:one is the resource endowment;the other is the foundation of industrial development;the third is the current national and regional economic policies.According to these three aspects,this paper uses the SWOT method and the SSM to measure the conditions of the transformation of Panzhihua City and the industries and sectors of the current economic development.In conjunction with the “Thirteenth Five-Year Plan” to focus on the development of industry sectors,Panzhihua City must first utilize the unique advantages of climate resources to vigorously develop four major characteristics of high-quality agriculture,such as specialty fruits,morning vegetables,and high-quality beef and mutton.Second,we must stabilize traditional superior industries and develop and expand emerging industries.Third,the five“Hangyang+”industrial development models of agriculture,industry,medical care,tourism and sports will be used to achieve deep integration of all-factors and multi-industries,revitalize the overall economy of Panzhihua,and actively create a sunny and healthy tourism city in China,and develop a strong sunshine Kang Yang industry.Fourth,Panzhihua supports the transformation of urban economy through policy support.
