In June 2017,the state formally defined the strategic positioning of Xuzhou as the central city of Huaihai Economic Zone,the national ‘The Belt and Road’ plan also identified Xuzhou as an important Node-city,an opportunity never seen before appeared in Xuzhou.Jiangsu Provincial Committee of the Communist Party of China and People’s government put Xuzhou’s central city of Huaihai Economic Zone as an independent sector in the strategic layout of the‘1+3’ functional area of the province,highlighting Xuzhou’s strategic position in the overall development of the province.All these have brought new powerful impetus to the construction of the central city of Huaihai Economic Zone in Xuzhou,also has a great and far-reaching impact on the development of Xuzhou.The city scale and strength of Xuzhou is the greatest in Huaihai Economic Zone,the construction of the regional central city has prominent advantages and favorable conditions.However,it faces the problems of inadequate economic and social development,low of economic priority,communication obstacle of administrative barriers,confrontational relationship with other cities in the region,the national strategy development of surrounding areas extruding the space.This thesis analyzes the successful experience in the construction of nine major national central cities and Shenzhen in China,based on cooperative governance theory,puts forward the Huaihai Economic Zone is in the crucial stage of forming a growth pole.Xuzhou needs to play the role of the regional growth pole,promote regional development.Based on the development objectives of building a regional central city,this thesis puts forward some suggestions on improving urban comprehensive strength and promoting regional common development from four aspects: rejuvenating and developing the real economy,improving urban innovation ability,improving urban services,carrying forward the cultural characteristics.Hopes that these suggestions can give some help for building Xuzhou into a strong and dynamic regional central city. |
