With the continuous improvement of the economy,the extensive use of urban resources has also intensified,and the problems of urban ecological environment have become increasingly prominent,which will have an impact on the development of social economy.Green economy can not only solve the problems of ecological environment pollution in the development of economy,but also meet the new requirements of the transformation of world economic development.The evaluation of green economic efficiency is an important way to reflect the development of the green economy objectively,and is of great value to the sustainable development of the regional economy.Therefore,the study takes the Huaihai Economic Zone as the object and uses the Super-SBM model of super-efficiency which is considering the undesired output in the data envelopment method to measure the urban green economic efficiency of the 20 cities in the district from 2008 to 2017.Utilize the Malmquist and Theil index methods to explore the evolution trend of each efficiency both in time and space;and use the spatial econometric regression model to explore the influencing mechanism of its influencing factors.All the work have revealed the law of evolution in the time and space of green economic efficiency in various cities,and its results can provide a reference for the planning of the regional development of green economy.The results show that:(1)In Huaihai Economic Zone,there are obvious spatial differences in the green economic efficiency.It shows a trend of "high in the west and low in the east" across the region.The high-efficiency zone has spread from surrounding sporadic cities to the regional core.(2)In terms of spatial differences,the intra-regional differences in the cities of Shandong Province are more pronounced than in the other three regions.(3)The development of the green economy in the Huaihai Economic Zone is mainly affected by six main factors.First,the green economic efficiency and the degree of economic development have a "U" relationship,which is consistent with Kuznets’ law of environmental curves.Second,foreign investment and the increase in technology investment have a negative impact on the green economic efficiency.Also the increase in the proportion of secondary industries will hinder the growth of the green economy.However,education investment in government management has promoted the development of the green economy.Finally,environmental regulations for corporate cleaner production are harmful to green economic efficiency growth.The study believes that:(1)The Malmquist index and data envelopment analysis methods can measure green economic efficiency more comprehensively both from dynamic and static perspectives,and the measurement results can more objectively reflect the spatial and temporal evolution of green economic efficiency in regional cities.(2)In terms of improving the efficiency of the green economy,it is mainly driven by the level of technology in economically developed city,while underdeveloped areas need to simultaneously strengthen technical level management and factor input to improve efficiency.(3)Economic development has promoted the improvement of the green economic efficiency of the region,but the assumption of "pollutant paradise" in the region has been established.So the government should pay attention to select the enterprises which are ecologically and economically efficient. |
