Study On The Problem Of Basic Endowment Insurance System For Urban And Rural Residents In Fengxian County

As a kind of quasi-public product,endowment insurance system has positive externalities and needs to be led by the government and promote the construction of social security system.China has successively established new rural endowment insurance system for rural residents,and an urban resident pension insurance system for non-compliance with the basic endowment insurance conditions for enterprise employees.In 2011,Fengxian county merged two insurance systems into a social pension insurance system for urban and rural residents.According to the unified requirements of Jiangsu Provincial People's Goverment,it was renamed to Fengxian Urban and Rural Residents' Basic Pension Insurance System in 2014.In the past nine years,the system has made great achievements since it was implemented.The system has basically realized the “full coverage” of the residents in the county,and it also has built a system of old-age security for urban and rural residents with the same policies and the same treatments;Meanwhile,some problems are coming out.Using the combination of case study and empirical analysis,some problems have been found as follow:the level of basic endowment insurance for urban and rural residents in Fengxian is insufficient;the insured interrupt social security;the pension cannot be unified;and the strength of the organization is not strong.These problems have restricted the construction and development of the social security system to a certain extent.Through research and analysis,the above problems are mainly due to the facts that government subsidies are less favorable to the selection of higher-grade incentives,resulting in lower level of residents' participation in insurance,lower overall government subsidy amount,time limit for the insured to extend the payment,and lack of compulsory insurance contributions,insufficient assessment and a single pension insurance agency.According to the reasons for the above problems,we propose some suggestions,involving improving the government subsidy amount of social pension insurance for urban and rural residents in Fengxian county,implementing the mandatory insurance policy in the proper time,extending the pension payment period,encouraging NPO to participate in the basic endowment insurance business,enhancing the legalization and scientific level of public decision-making and the countermeasures and building a comprehensive pension insurance system.
