A Research On The Implementation Of Basic Endowment Insurance System For Urban And Rural Residents In Southwest Ethnic Areas

The population aging of china has presented a regional imbalance,among which the aging situation of the population in the western region and rural areas is more severe;annuity problem is more prominent.The basic endowment insurance system for urban and rural residents is an important measure to deal with the rural population aging problem.In 2014,China implemented the basic endowment insurance system for urban and rural residents at the same time.Since the implementation of the system,the overall situation has been "fragmented," with problems such as low salary level and significant regional differences.Under the background of more serious population aging in southwest minority areas,whether there are constraints on the practical implementation of the system due to its economic backwardness.Relatively traditional social culture and remote geographical areas,if there are,what countermeasures should be taken to promote the implementation of the system.They were based on Yi autonomous county in southwest E county as the research object,through the literature research and empirical analysis,comparative analysis.Through E county urban and rural residents’ basic endowment insurance system since 2014,the essay discusses the implementation of investigation.The writer found common problems of county influenced by factors such as economy,culture,also exist in the remote village,much rely on the field.The financial support and supervision of the government do not reach the designated position,the primary organization of agency of serious contradiction between "too much work and not enough people" and other unique problems.Given the above issues,this paper analyzes the causes from four aspects: subjective factors of the insured person,external environmental factors,government responsibility,and the problems of the system itself.In this paper,the E county government should take the initiative to assume the responsibility of management,increase publicity,improve the quality of handling service.
