In 2006,the Chinese government first proposed the inclusion of migrant workers into the urban employee pension insurance system in the "Several Opinions of the State Council on Solving the Problem of Migrant Workers"(Guo Fa [2006] No.5).Since then,the Chinese government has continuously carried out expanding the coverage of migrant workers.However,the effect is not significant.Based on the new institutional economics theory,this paper analyzes the costs and benefits of the participation of migrant workers in the urban employee pension insurance system in terms of institutional supply and institutional demand,and examines the institutional factors and transmission mechanisms of the low participation rate of migrant workers.The conclusions of the theoretical analysis are tested by using empirical analysis methods.Under the background of China's current efforts to promote the urbanization of migrant workers and new urbanization,this paper has strong practical meanings and certain theoretical meanings.The main contents of this paper are as follows: The first chapter is the introduction part,which introduces the problem of this paper,the status of existing research,the thinking of this paper to solve the problem and the research significance.The second chapter is the cost-benefit analysis of institution supply and institution demand,introducing the supply and demand analysis framework and cost-benefit analysis method of the new institutional economics.The third chapter is the cost-benefit analysis of the supply and demand of the migrant workers' participation in pension insurance institution.The fourth chapter is the empirical analysis of the influencing factors of migrant workers participating in urban employee pension insurance.The fifth chapter is the main conclusions and policy recommendations.The main conclusions of this study are as follows: Firstly,the low participation rate of migrant workers is the result of the imbalance between supply and demand of the institution.Not only the institution supply cost is greater than the supply benefit,but also the demand cost is greater than the demand benefit.Secondly,the large institutional supply cost of migrant workers is mainly due to the opposition of enterprises.Thirdly,the mismatch between the content of institutional supply and demand has led to a low rate of participation of migrant workers.Finally,the lack of understanding or miscalculation of the cost-benefit of migrant workers is also the reason for the low participation rate of migrant workers.The paper also puts forward some policy recommendations: Firstly,the government should take measures to reduce the friction costs from enterprises and local governments.Secondly,the government should further improve the urban employee pension insurance institution according to the characteristics of migrant workers,so as to reduce the institutional demand costs of migrant workers.Thirdly,the government should take measures to increase the awareness of migrant workers on the benefits of participating in pension insurance.
