It insists the strictest farmland protection system and land-saving system for a long time in china.In recent years,reduction of construction land is an important measure to realize the economical and intensive utilization of land,which has become the core task of land resources work.Based on the smart shrinkage theory abroad,this paper chooses Hongze District which is one of the pilot projects of construction land reduction in Jiangsu Province for empirical research,and analyses the background and process of construction land reduction.According to the connotation of smart shrinkage,this paper evaluates the effect of construction land reduction in Hongze District from qualitative and quantitative aspects,probes into the operation mechanism of construction land reduction in Hongze District,and puts forward the direction and strategy of optimization.The main conclusions of this paper are as follows:(1)It is obvious that the overall effect of construction land reduction in Hongze District.The level of land saving and output efficiency are also increasing,but the rising level and speed are not balanced.Among them,the economic benefit of the output efficiency increases the fastest and contributes the most to the effectiveness of reduction.Under the condition of decreasing the increment of construction land,the economic output and the intensive level increases,while the level of land saving increases slightly slowly,and the degree of land saving still has a larger space to improve.(2)The effect of construction land reduction in Hongze District is "from extensive to intensive" by the smart shrinkage trend.According to the smart shrinkage evolution trend,9 towns(streets)can be divided into "extensive expansion type","intensive expansion type","extensive contraction type" and "intensive contraction type".Although it is expanding as a whole that the space of construction land changes in Hongze District,the efficiency of space utilization has been improved,and intensive utilization has achieved initial results.However,the change of smart shrinkage trend fluctuates,indicating that the promotion of reduction is unstable.There are 3 towns belonging to"Intensive contraction type",including Dongshuanggou Town,Sanhe Town and Jiangba Town of the 9 towns(streets),which are just the key towns to promote the reduction of construction land in Hongze District.This shows that reduction helps to achieve smart shrinkage.Gaoliangjian Town(street),Zhuba Town(street),Chahe Town and Xishunhe Town in "extensive expansion type" are the towns(street)whose reduction level needs to be improved.(3)This paper refines the operation mechanism of construction land reduction in Hongze District from the perspective of smart shrinkage,including the basic operation mechanism,the main promotion mechanism to protect farmers' rights and interests from top to bottom,the index transfer mechanism linked with the increase and decrease of construction land,the financing and balancing mechanism and the dynamic optimization mechanism of real-time renewal,which ensures the smooth progress of construction land reduction.
