With the rapid development of urbanization and industrialization in China,a large number of agricultural land with collective land ownership have been confiscated into the construction land with state-owned land ownership.In order to improve the output efficiency of agricultural land and to statistfy the policy requirement of cultivated land requisition-compensation balance,Chinese govermment has always been devoted in implementing rural land consolidation projects.When land consolidation projects are continuously increasing,the roles of land owners,and the types relevant to land property,and the regulations of land property adjustment as well as their relationship among them in the project areas have become more complicated.Since the logical relationship model of land property right adjustment has not been systematically investigated,the land property adjustment tasks are very difficult and complicated in the practical application of land resource management.Land property adjustment is a key step to reconstruct the rural development space and to protect the interests of every right holder in the land consolidation.Therefore,research on land property will be conducted to help us to construct the logical framework for land property adjustment,and to implement land property adjustment smoothly.In this paper,we adopted the methods of literature data collection,systematic analysis and case verification to explore the regulations of land property adjustment in rural land consolidation.First,on the basis of datasets collection,we summaried and analyzed connotations and classifications of land property.And then,we discussed the relationship between the physical objects of land property adjustment,and constructed the logical relationship model of the land property adjustment using E-R relational model analytical method.Next,we proposed regualations and systems for land property adjustment in view points of adjustment methods,regulation,spatial scope and realization routine.Additionally,we showed the ownership adjustment procedure.In the end we verified availability of that the model of land property adjustment using one real-world example.The main research methods and contents are as follows:(1)The challenges of land property adjustment were listed and tabulated.The relevant research on the adjustment of land property right at home and abroad were summarized.Land ownership was classified according to the present actual circumstance of land resource management in China.In view points of law,technology,practical operation and management,the challenges of land property adjustment were analyzed and listed.The key challenge was be selected in our analysis.(2)A logical relationship model of land property right adjustment was constructed.The classifications of land property were chosen to be the research objects and the subject roles and their responsibilities are analyzed using E-R relational model analysis method.Land property,and its adjustment and changing mode,and the relationship between them were studied.We analyzed the main characteristics of the content of land property right adjustment and constructed a logical relationship model of the land property adjustment.(3)Land property adjustment regulation and realization routines were built.Based on the definition of land property right adjustment,we showed land property adjustment methods,adjustment regulation for different types of land ownership,methods of adjustment minimum spatial scope and corresponding realization routines using methods of theoretical analysis and summarization.(4)Procedures for the implementation of land property adjustment were established and improved.Based on the construction of land property right adjustment rules and realization routines,we studied the adjustment procedure and proposed the framework for expounding the improved procedures of land property adjustment from four divided stages:preparation stage,prophase one,metaphase one and anaphase one.(5)The regulations and systems were verified by one real-word example.Taking the type of land property right adjustment involved in the land consolidation project of Nandu Town in Liyang City,Jiangsu province,as the research object,the logical relationship model,adjustment method,adjustment rule,spatial scope determination and realization routine of land property adjustment were verified.The results showed that the proposed logical relationship model of land property right adjustment in the land consolidation is reasonable and avaiable.Moreover,the relationship between the objects in the model is clear,and the classification of adjustment rules is reasonable,and the spatial scope of land ownership adjustment is clearly defined and the realization routine is reliable.
