Against the background of the international energy transformation and upgrading and the increasingly severe domestic energy situation,in order to speed up the breakthrough of the deep-seated institutional and institutional obstacles and structural contradictions that restrict the transformation of resource-based economy,and to find a new way of transformation and upgrading and innovation-driven development,it is necessary to improve the promotion mechanism of industrial transformation and upgrading.At the same time,with the continuous promotion of the national electricity market-oriented reform,it has brought opportunities for the development of coal-electricity-aluminum integration.Low coal price promotes low electricity price,and then attracts aluminum processing enterprises,stimulates the high-speed growth of electricity consumption,enhances the utilization hours of coal-fired units,thus further reducing the electricity price of coal-fired units on the grid,and forms a virtuous circle.Therefore,measuring the development degree of coal-electricity-aluminum industry integration can play a supplementary role in the study of the coordinated development of coal-electricity-aluminum industry integration in China,and provide theoretical reference for formulating policies to promote the integration development of coal-electricity-aluminum industry.Firstly,this paper summarizes and combs the domestic and foreign research results on the integrated development evaluation and coupling theory of coal,electricity and aluminum,and summarizes its research status and development trends;Secondly,by introducing the development status of coal industry,power industry and aluminum industry and the characteristics and structure of coal-electricity-aluminum industry integration,the mechanism of coal-electricity-aluminum industry integration development is analyzed;Subsequently,the theory of circular economy is introduced to construct an evaluation index system for the integrated development of coal-electricity-aluminum industry from five aspects:economic benefit,technical efficiency,environmental benefit,social benefit and circular benefit;Then,the physical coupling is introduced into the evaluation study of the integrated development of coal,electricity and aluminum industry.From the perspective of industrial correlation,an integrated measurement and analysis framework of coal-electricity-aluminum industry based on the coupling model is constructed to realize the comprehensive and in-depth measurement of the integration of coal,electricity and aluminum industry,and the integration of coal,electricity and aluminum industry in Shanxi Province is carried out.The development degree of coal-electricity-aluminum industry integration in Shanxi Province is measured by empirical analysis;Finally,from three aspects of cost control,environmental protection and recycling benefits,the paper puts forward targeted integrated development of coal,electricity and aluminum industry to promote coordinated development of coal,electricity and aluminum industry integration.The research results of this paper can provide a judgment basis for the measurement of the degree of integration development of coal,electricity and aluminum industry.It has important guiding significance for the government to improve industrial policy,rationally adjust industrial structure and promote industrial upgrading,and has far-reaching practical significance for preventing industrial risks.
