Development Research On Coal-electricity-aluminium Industry Integration In Huo Lin Guo Le City

Coal is important basic energy in China,implement integration on coal-electricity industry not only relates to the sustainable development of coal industry in China,also related to energy and economic security problems.To build coal-electricity industry integration is beneficial to strengthen the economic ties between the various departments,and speed up the research integration.However the theory research of coal-electricity industry integration is still in infancy.There is a serious disconnect between theory and reality,lead to coal-electricity industry integration theory to practical applications in low level,not conducive to the further perfect and development of integration theory.As one of the important cities at the country level in eastern Inner Mongolia.Sine 2004,Huo Lin Guo Le city adopted low calorific value of coal decrease the cost and using the micro grid direct supply enterprise in low price.The integration development of coal-electricity-aluminum industry along with industrial chain created Huolinhe development model which has unique and competitive advantage.By 2012,Huo Lin Guo Le has formed ability such as 57 million tons of raw coal,2.68 million kilowatts thermal power installed,460000 tons of electrolytic aluminum and 350000 tons of aluminum processing.After the coal-electricity-aluminum and aluminumprocessing industry added value of whole city reached 18.1 billion yuan,accounting for 35% of the total industry added value.Implement tax 1.01 billion yuan, accounting for 27% of local fiscal revenue.For present Inner Mongolia,the success of “Huolinhe model” plays an important role in break through the severe situation about the unstable sales of coal which is used to produce electricity to the coal companies;about the insufficient production of electricity to the electric companies and about the unaffordable energy of electricity to the companies which rely on electricity.Therefore,this article first introduced the integration of industry development strategy research status at home and abroad and the research theory,and then brief analysis the existing problems and development status of coal and electricity industry in Huo Lin Guo Le city,and find out the advantage and disadvantage of industrial development in order to Huo Lin Guo Le city coal-electricity-aluminum industry integration become bigger and stronger.At the same time,form macroscopic,policy and economic environment of industry system analysis of internal and external environmental factors with the development of coal and electricity industry practice,and points out the inevitability that Huo Lin Guo Le city integration development.Then,analysis the type of coal-electricity integration strategy implementation,points out that its strategic positioning and profit maximization of Huo Lin Guo Le city integration model.On this basis, using the theory and practice,the empirical and normative,qualitative andquantitative,macro and micro analysis,and Shapley value analysis method clear and definite point out that Huo Lin Guo Le city should be based on the internal advantage,make full use of external opportunities,strengthen the development of the coal-electricity integration strategy,extend the industrial chain,increase the terminal product added value and the enterprise economic benefits,realize the integration of industry sustained,rapid,healthy and stable development,make Huo Lin Guo Le enhanced city regional economic role.Finally,this paper discusses the measures of accomplishment level how to improve the developmental speed of coal-electricity-aluminum integration strategic goals form two aspects of government and enterprise.
