Study On Regional Difference Of Green Economy Operating Efficiency In Henan Province

With the development of industrialization and Urbanization,causing serious environmental problems,largely restricted the sustainable development of the global economy,therefore,some developed countries,the United States,Britain and Germany as the representative,had paied more attention to environmental factors,vigorously promote the green economic development,and had formulated a series of feasible measures.Followed,emerging economies also actively transformed from the traditional economic growth mode to a green economy.Since the Party Central Committee since sixteen,Our country had put forward the overall harmonious development of man and nature,also formulated a macro strategy and specific policies related to the green economy,and in the " 13 th Five-Year " development planning,posited "Green" as Development Idea,later,in the report of the Nineteenth National Congress,it was also emphasized that green development should be promoted and the economic system of green low-carbon cycle should be established and perfected,which pointed out the direction for the development of green economy in China.As an important national economic province and industrial province,Henan province is also bring green economy into its "13th Five-Year Plan" development program,as the total fundamental key of economic development,and the green development will become a new impetus to the economic growth of Henan province.At present,Henan province has a series of problems,such as green resource shortage,green index is not high,fragile ecological environment,low efficiency of green output.Although the amount of investment of environmental pollution in Henan province is increasing year by year,but compared to the country and neighboring provinces,is still low,since 2013,the energy consumption elasticity coefficient is higher than the national average.From the point of view of the regional development,cities development differences,as well as the imbalance.From the point of view of regional development,the development of each city is quite different,and the problem of imbalance is prominent.This paper firstly defines the basic concepts of green economy,green economy efficiency,and as the theoretical support of sustainable development and green economic growth theory,from environmental pollution control,ecological infrastructure,renewable energy and other 8 areas,analysises Henan province green economic development current situation,and finds the main problems.Secondly,From three dimensions of the efficiency of economic transformation,the green degree of resource utilization,the social progress and the realization of welfare,this paper constructs the index system of the green economic efficiency of Henan province,from the total amount and structure,empirical analyses and objective evaluates green economy efficiency and regional differences of Henan Province.Thirdly,according to the results of the empirical analysis,this paper gives specific measures to improve the operational efficiency of the green economy in Henan province.
