Rural funding increasing is regarded as an important measure to solve the three rural issues. In recent years, capital allocation efficiency plays more important role than simply total sum of funding amount in rural funding. The growing capital allocation efficiency brings much greater marginal benefit than the simple funding investment. So it becomes a common consensus for solving the shortage of rural funding to increase capital allocation efficiency. On the sides of the amount and efficiency about rural funding show great differences during different regions. Capital allocation efficiency is an area which needs further study during the three main economic regions.and division of our country rural capital allocation efficiency, studying the regional rural capital allocation efficiency and its causes of efficiency loss, and in view of the state and the regional rural capital allocation efficiency recommendations of improving the efficiency of capital allocation has important theoretical significance and practical value.Firstly, this article from the perspective of rural financing source and configuration of main body, the analysis of rural capital allocation in China the status of the overall situation and regional differentiation. Secondly, using the method of data envelopment DEA model, the empirical estimates from 2007-2013 China’s three major regional various provinces, autonomous regions and municipalities directly under the central rural comprehensive efficiency of capital allocation (comprehensive efficiency=pure technical efficiency* scale efficiency), pure technical efficiency and scale efficiency, and from the comprehensive efficiency, pure technical efficiency and scale efficiency point of view to analyze the status of regional, provincial capital allocation efficiency, the following conclusions: east central and western regions in our country rural capital allocation efficiency exist significant differences, the eastern region of rural capital allocation efficiency loss because of scale efficiency loss, produce scale efficiency loss due to excessive money; The central region rural capital comprehensive efficiency loss of the most important reason is the pure technical efficiency loss; The comprehensive efficiency of funds in western rural area loss because of pure technical efficiency and scale efficiency loss, loss of scale efficiency losses due to insufficient funds available in the countryside, Then, in the presence of pure technical efficiency loss in the Midwest, eliminate scale efficiency factors, this paper using Tobit regression model analysis the factors affecting rural capital allocation of pure technical efficiency, namely the urban and rural dual economic structure, degree of government involvement in regional economy, regional economic development level, agricultural mechanization production, rural financial markets and rural infrastructure. Finally, according to the results of DEA is calculated with the Tobit model regression results, put forward to improve rural capital allocation efficiency in all areas of policy proposals, think that the eastern region should be appropriate to reduce the scale of financing rural way of increasing the service efficiency of rural capital; By breaking the urban and rural dual economic structure, accelerating the economic development of western regions, optimizing the rural financial ecological environment, to speed up the pace of modernization of agricultural production, rural infrastructure effectively improve the measures to improve the Midwest rural capital configuration pure technical efficiency; In the western region should also in improving rural capital allocation on the basis of pure technical efficiency increase rural capital investment scale way to improve the service efficiency of funds in western rural regions.The innovations of this article as follows:first, the paper study the Midwest rural pure technical efficiency loss allocation, in order to study the factors influencing the pure technical efficiency, this paper in the process of Tobit model regression, eliminating the influence of the scale efficiency, using pure technical efficiency and the comprehensive efficiency of innovative, studies the factors affecting rural capital allocation of pure technical efficiency, make the research more scientific; Secondly, this article research conclusion innovative, think that the eastern region should pay more attention to the scale efficiency, decrease the rural capital investment, the central region should pay attention to pure technical efficiency, the western region shall, on the basis of pure technical efficiency increase capital investment in the countryside.There are some inadequacies in the paper as follows:one is to solve the problem of regional rural capital scale efficiency loss, this paper did not study the rural regions most appropriate investment scale; Second, DEA method to measure the relative efficiency of decision making units, within the DEA evaluation system efficient decision making units perfect does not mean that the evaluation units, the comprehensive efficiency for decision making for 1 unit can’t give more effective countermeasures.
