Study On Large-Scale Public Project Cost Control Management Mode

With the rapid development of economy,the national improvement of living standards,the construction of large public project in China both in size and in number has reached unprecedented levels,but,on the cost of large public project management also has certain problem,especially for large public project cost information processing means backward,information is Shared and can't provide effective cost information to decision makers in time,lead to the owners can not timely to cost control,which can lead to serious cost overruns,affect the government's dominant financial capital.Therefore,this paper will try to explore the new cost management mode of large public projects through the study and discussion of the important theories of total project control and cost management.By means of literature research method,interdisciplinary research method,model analysis method,case demonstration and other methods,and combined with information system technology,a framework of general cost control management mode of large-scale public projects is constructed,in an effort to provide a new way of thinking for the cost management of large-scale public projects.After reading a large number of literatures,this paper mainly does the following work for the research on the general cost control management mode of large public projects: firstly,it theoretically expounds the cost management and general cost control of large public projects;Secondly,it analyzes the management mode from the aspects of the confirmation of the scope of cost information and the dynamic cost management method in the key stage of the total cost control.Thirdly,to build an information system as an effective tool for total cost control and management,which is also the focus and difficulty of this paper.Finally,taking a hospital in hebeiprovince as an example,a total cost control system is constructed and the management mode of total cost control is analyzed.Research of this paper,for the cost of large public project management provides a new method,general control is based on the total project cost control management,that is to use the information flow guiding the focus of the material flow control technique for total project for cost management,and to a certain extent,expanded the application in the field of process information system,is advantageous to the target cost control information gathering information sharing information processing,is advantageous to the managers more accurate cost information.The application of information system to the total cost control of large-scale public projects is not only innovative in theory,but also has practical guiding significance.
