The Applicability Of Public-Private Patrnership Mode For Large Infrastructure Projects In Our Country

This thesis study large-scale infrastructure projects and public-private partnershipmodel, which puts forward the key problems need to be solved the applicability oflarge-scale infrastructure projects and public-private partnership model. It is includingfeature identification of large-scale infrastructure projects and public-private partnershipmodel, and focus on applicability of large-scale infrastructure projects and public-privatepartnership model.This studies focus on the applicability of large infrastructure projects and the PPP, inessence is to point out the adapting and adjusting process and/or status among systemfeatures. When an especially infrastructure project applicability of one of PPP model, usingPPP model to construction, operation this project. It can only better construction, investmentand operation effect.First, the papers reviewed the related research on PPP model. The current research showthat analysis the application of the public-private cooperation model, case studies,stakeholders, property right structure and applicability of project such five aspects, and theresults can not solve the applicability of the PPP, limitations mainly displays in does notconsider characteristics of large infrastructure project and public or private cooperationpattern, and they are relationship.Secondly, this study using case analysis, comparative analysis all kinds ofpublic-private cooperation model from the investment and financing case characteristicfeatures, property shares characteristics, cash flow characteristics, the government promisedcharacteristics, guarantee characteristics and insurance characteristics, the comparativecommon and specific of of the PPP mode.Third, use project distinction theory, through the literature research on thecharacteristics of infrastructure projects, summarizes and refining four characteristics of thelarge infrastructure namely the project type, income stability, the complexity of technology,and project life cycle. In refining five characteristics of PPP model, namely governmentparticipation, project financing arrangements, pricing mechanism, franchise period, thewinning bidder. Furthermore puts forward applicability of all kinds of public-privatecooperation mode and large infrastructure projects range. Finally, this thesis present suggestions for developing public-private partnership modelin our country.
