It can be seen from the report of the 19 th national congress of the communist party of China that the logistics industry,as a traditional industry,will usher in optimization and upgrading,and its development speed will be constantly accelerated.Road,information,logistics and other infrastructure construction will be strengthened,these information transfer will usher in good opportunities for the development of the logistics industry.At the same time,along with the rapid development of China's logistics industry,many shortcomings have become more prominent.In 2018,China's total social logistics cost is up to 13 trillion yuan,accounting for about 14% of the annual GDP.Transportation cost accounts for more than 50% of the logistics cost,and the freight volume completed by highway transportation accounts for more than 70% of the total freight volume.In recent years,the central government has continuously intensified its efforts to promote supply-side structural reform in order to constantly resolve major problems in economic operation.Current,highway carries link to also exist carry capacity superfluous circumstance.As a secondary logistics and transportation enterprise of refined oil,the highway transportation mode is an important link in the process of petroleum production and consumption.In this paper,based on the current development trend of logistics industry and the current situation of cost control,according to the changes in the sales demand of refined oil sales enterprises and the overall requirements of cost control,the status quo of refined oil secondary logistics and transportation enterprises was seriously investigated,and the cost composition,control situation and control level of transportation links were analyzed.Based on the overall cost situation and development trend of the transportation industry,this paper focuses on the problems and causes in the control of the secondary logistics and transportation cost of refined oil products.Through consulting relevant domestic and foreign research literature,find out the valuable improvement measures.By analyzing the problems of vehicle structure,labor cost,operation efficiency and variable cost control in finished products secondary logistics and transportation enterprises,effective improvement measures are formulated.Through data comparison and analysis,optimize the vehicle structure,operation efficiency and quantity of labor,formulate control measures for major variable costs,improve the assessment mechanism,and help transport enterprises to effectively reduce costs.Through the research,it is found that the overall oil distribution demand of the sales enterprises served by the in-depth research,the adjustment of the structure of transport vehicles,optimization of vehicle operating efficiency,control of the reasonable number of labor,and strengthening of the main variable cost control have a significant impact on the cost control of transport enterprises.When the transportation task is basically stable and the transportation income is the same,the reduced operation cost is the direct profit of the enterprise.By adjusting the vehicle structure reasonably,improving the vehicle operating efficiency,completing the distribution tasks scientifically and efficiently,and strengthening the variable cost control,the secondary logistics and transportation enterprises of refined petroleum products can effectively reduce the operating cost of enterprises,meet the overall requirements of cost control of sales enterprises,and improve the profitability and competitiveness of enterprises.This paper only focuses on the cost control and improvement measures of refined oil transportation enterprises under the segmented payment mode,and only studies the transportation tasks in Inner Mongolia autonomous region according to the administrative region.It does not analyze the cost control of refined oil secondary logistics transportation enterprises under the chartered car payment mode.At the same time,refined oil is a common demand material related to the national economy and people's livelihood,and the refined oil has flammable and explosive chemical properties,without considering the transport risks of different sections and different times,road restrictions,traffic control and other factors.
