| Hainan reclamation area is an independent social and economic system formed under the special historical background.Hainan reclamation area urbanization development is different from the general towns,and it is also fundamentally different from the villages.According to the State Council's opinion on land reclamation reform in 2016,The Hainan Provincial People's Government implements the State Council's reform opinions and proposes to set up a “town” for farms that are far from the central towns and meet the conditions for building towns;the farms adjacent to the towns are “residential” and are managed by nearby townships or municipal governments.As the localized institution of farm social management,“Home” has undertaken the social functions of the original district.The current reform background requires that the urban area be free from the traditional development model,its urbanization development should be synchronized with economic development,and the urbanization development model should adapt to the pace of economic development.To this end,this paper takes the urbanization development model of Hainan reclamation area as the research object,combs the urbanization development process of Hainan reclamation area,analyzes the urbanization development level of Hainan reclamation area from different angles,and builds the urbanization of Hainan reclamation area in order to evaluate the quality of urbanization development in Hainan reclamation area.The level measurement index system selects the targeted and quantifiable evaluation index,uses the improved entropy method to measure the comprehensive evaluation index of urbanization development,and makes an objective evaluation of the urbanization development quality of the reclamation area,summing up its urbanization development.It summarizes the model suitable for the current urbanization development of the urban area,and proposes policy recommendations for urbanization development in Hainan.Finally,Bayi General Field and Yaxing Town were selected as typical case studies.This paper not only provides reference for the development of urbanization in Hainan,but also enriches the content of China's urbanization development theory,and will also supplement the special cases in the study of urbanization development model in China.The study results shows:(1)Hainan Reclamation has experienced the creation and development stage(1952-1988),the low-speed development stage(1989-2006)and the reform and development stage(2007-2016).Among them,Selecting the time of the 2007-2016 reform and development stage as the measure of the comprehensive development level of urbanization.Through the combination of quantitative analysis and qualitative analysis,the development model and path selection of urbanization under the reform background are discussed.(2)Through the analysis of the industrial structure of Hainan Reclamation Area,it is found that From 2007 to 2016,the proportion of the output value of the three major industries has changed in70.76:11.10:17.94 to 55.31:8.6:36.09.And the type of industrial structure has always been “one,three and two” Structure.Its tropical agricultural industry is rich in resources,so the leading industry has always been agriculture.And the development of non-agricultural industries is weak.In particularly,the development of the secondary industry lags behind the development of the agricultural industry,and the level of economic urbanization is low.At the same time,in 2016,the population urbanization rate reached 93.57%,and the phenomenon of population urbanization was high.Therefore,a comprehensive evaluation of the urbanization development of the reclamation area was carried out.(3)Analyzing on the quality of urbanization comprehensive development in Hainan reclamation area by Improved Entropy Method.The results show that from 2007 to 2016,the comprehensive evaluation index of urbanization in Hainan reclamation area increased from 0.0930 to 0.0973,showing a slow fluctuation.In 2015-2016,the comprehensive evaluation index of urbanization declined significantly because of the impact of reforms and the level of urbanization was affected.Horizontal comparison of the indicators of each level of indicators,the results show that in addition to the quality of life indicators of the first-level indicators fell from 0.0201 to 0.017,the other four indicators of the first-level indicators have increased.It shows that after the reform of the urban area,the transfer of social functions to the localities has a certain impact on people's quality of life due to unclear responsibilities and incomplete implementation of policies.Therefore,in the determination of the development model of urbanization,we should pay attention to the improvement of the quality of economic and social development,also pay attention to the quality of environmental development and promote the construction of new urbanization in the region.Due to the particularity of its system,when discussing the urbanization development mode of Hainan reclamation Area,we not only improves the quality of urbanization development from the perspective of social and economic development,but also considers how to develop with locality to promote the development of urbanization in the urban area.(4)According to the distribution characteristics of the reclamation area and local space and the historical experience of urban development,the three urbanization development models suitable for Hainan reclamation area are summarized,namely,the site symbiosis mode,the site co-construction mode,and the field single-core mode.The site symbiosis mode is suitable for areas where the space distance between the sites is small(space distance h?1),mutual inclusion,and space is closely related.The development path of this model is industrial cluster-driven urbanization and resource integration urbanization.The site co-construction mode is suitable for the relative concentration of the site in the regional spatial layout(Space distance: 1<h<10),adjacent,intersecting,but not including,the spatial interaction is strong,the development path of this model is radiation-driven urbanization and agricultural industry intensive management.The single-core model of the field is suitable for the distance between the sites(space distance h?10),the spatial interaction is weak,and the development of farm urbanization is typically endogenous.The farm mainly relies on its own characteristic resources and advantageous industries to develop characteristic towns.The suitable path is characterized by resource-driven urbanization and branding to promote urbanization. |
