Rural financial system reform has been deepened under the rapid economic development.As a newly emerging bank,rural commercial banks have gradually become the main force of rural finance in China,Whether in rural areas or small and medium-sized cities,the customer groups of rural commercial banks are constantly expanding,but at the same time,more and more new private banks are beginning to emerge continuously,which has become a strong competitor in the development of rural commercial banks.At present,the internal management system of rural commercial banks is still incomplete,especially in the management of performance evaluation.Since the rural commercial bank has not fundamentally changed its management system since its restructuring,it still needs to be optimized in the performance evaluation system.Taking LL rural commercial bank as an example,this paper makes an in-depth analysis through questionnaire survey and expert interview.The reliability and validity of the questionnaire are tested,and then the problems in the performance evaluation system of LL rural commercial banks are summarized by descriptive analysis.Through testing the reliability and validity of the questionnaire,and then using descriptive analysis method,the paper summarizes the problems existing in the performance evaluation system of LL rural commercial banks.In view of the problems existing in the performance evaluation of LL rural commercial bank,the current performance evaluation system of LL Agricultural and Commercial Bank has been optimized and improved.Firstly,it optimizes the organization and management of performance evaluation,such as evaluation organization,management process and performance communication,and improves the leading role of evaluation organization in the whole performance evaluation sysem.It strengthens the planning of the implementation process of performance evaluation.Then on the optimization of performance evaluation indicators,it combines with the concept of balanced scorecard,and makes the performance evaluation indicators integrated into the development strategic objectives,and scientifically divides it.The weight of each dimension index based on Balanced Scorecard is determined by expert scoring method,which is convenient to guide the implementation direction of the strategic objectives of rural commercial banks.Finally,it optimizes and improves the application of performance evaluation results.Compared with the original performance evaluation system,the author concludes that the optimized performance evaluation system has the following advantages:(1)the performance evaluation organization has been systematically improved;(2)the performance communication has a specific process;(3)the strategic direction of the performance evaluation index system has been clearly defined;(4)the application of evaluation results has been enriched.And in order to make the optimized performance evaluation system run better,the author puts forward corresponding safeguard suggestions through analyzing the possible problems in the implementation of the optimized performance evaluation system.It is hoped that the above optimization and improvement can improve the performance evaluation system of LL rural commercial banks,improve the inequity of internal performance evaluation,unscientific indicators,lack of effective application of the results.And at the same time,in the development strategy,it can increase the consistency of various outlets and headquarters to achieve the comprehensive development of rural commercial banks.
