In the current good situation of rural financial development,rural commercial Banks respond to the national policy of returning to the origin and serving the local,and play an important role in the work of serving agriculture,rural areas and farmers and revitalizing rural areas.The central no.1 document issued in 2018 puts the focus of HP finance on rural areas,encourages rural areas to explore financing channels,makes up for the weakness of rural finance development,increases the capital investment in rural development,further promotes the reform of rural credit union,and stabilizes its legal person status and total number of institutions in development.However,opportunities and challenges coexist.In front of the opportunities of encouraging rural finance by the state,the continuous rise of rural Banks and the involvement of major state-owned commercial banks in rural finance also bring challenges to rural commercial banks,doubling the pressure of performance competition.In order to save strength and keep moving forward,rural commercial banks must pay attention to their own performance assessment,and optimize the construction of the assessment system to achieve stable operation.In order to improve and make up for the deficiency of traditional single performance appraisal method,this paper introduces a scientific appraisal method--balanced scorecard(BSC).As a method of strategic assessment,balanced scorecard connects performance management with strategic objectives in the application of rural commercial bank,takes strategic objectives as the overall objectives and decomposes them.Considering the connection between financial indicators and non-financial indicators,the concept of balance runs through the whole operation and management process.The evaluation system established based on BSC provides a guarantee for the agricultural commercial bank to achieve its strategic objectives,benefit the bank’s performance assessment analysis,and achieve its long-term development goals.With case analysis,this paper based on theory of balanced scorecard and the performance evaluation,with X agri-businesses behavior research object,the first analysis of the performance evaluation of the status quo,point out the insufficiency in currentexamination system,the cause of the problem and the introduction of the necessity and feasibility of the balanced scorecard as assessment tool,and combining with the specific situation of X bank map the strategic target,using the PEST analysis and strategic target as the center,follow the principle of index design,by means of a questionnaire,statistical analysis for selecting the suitable for their own needs of each dimension index,then according to the steps of ahp,The weights of the first-level indicators and second-level indicators in the four dimensions were determined.On this basis,a balanced scorecard system of X rural commercial bank was constructed.The performance management of X rural commercial bank was scored and evaluated by using scientific analysis methods to process the collected data.Finally to realize the smooth implementation of BSC method in X bank and confirm the balanced scorecard is to implement effective performance evaluation of X bank management established a viable approach,this paper puts forward that the preparation work and the application and the matters needing attention in the process of safeguard measures,improve the bank’s thinking and the problems in the implementation;For X rural commercial bank outside the bank also has reference significance.
