| Productive service industries have strong knowledge attributes,intellectual property rights protection is the important institutional factor that influence the agglomeration of the productive service industries,and there are few studies that have the above contents included in the unified framework to analyze.Productive service industries are the new kinetic energy of economic development in the Pearl River Delta region,and research on the agglomeration of productive service industries is particularly important for the economic development of the Pearl River Delta and the whole country.Intellectual property rights protection is crucial to the economic high quality development and plays an important role in the economic reform.Guangdong Province ranked first in the nation’s patent comprehensive strength for six consecutive years,and its patent application and authorization amount is 90% concentrated in the Pearl River Delta region.Consequently,the impact of intellectual property protection in the Pearl River Delta region on the agglomeration of productive services has undoubtedly important research value and far-reaching demonstration significance.Based on the theory of industrial agglomeration and service industry,the paper draws on the domestic and international research results of productive service industries and starting from the important institutional factors of intellectual property rights protection,it first analyzes its influence path on the agglomeration of productive service industries and make a conclusion that there is an inherent correlation between the intellectual property rights protection and the productive service industries agglomeration,and the intellectual property protection affects the productive service industries agglomeration through technological innovation,human capital and government behavior.In addition,the paper measures the agglomeration level of the productive service industries in the nine cities of the Pearl River Delta using the Location Entropy and the Spatial Gini Coefficient.By calculating the intensity of law enforcement and the intensity of legislation,the level of intellectual property protection in each city is measured and described and analyzed.The paper draws twoconclusions.The first is the imbalance of the agglomeration of the productive service industries in various cities is gradually improving,and there is an opportunity for the transformation of the industrial structure of the Pearl River Delta.The second is that there is a phenomenon in which the level of intellectual property protection in each city is uneven and the growth rate is different.Based on the conclusion,the paper makes rational explanations and applicability adjustments to Richard Florida’s "3T theory" model,and makes an empirical analysis about the relationship between the intensity of intellectual property protection in the Pearl River Delta and the level of agglomeration of productive service industries,the results shows that In the case of ensuring that other factors remain unchanged,intellectual property rights protection has a positive effect on the agglomeration of productive service industries in the Pearl River Delta.Combined with theoretical analysis and empirical test,the paper proposes the following policy recommendations.The first is strengthening the level of intellectual property protection legislation and law enforcement,and increasing the proportion of lawyers in the Pearl River Delta;The second is smoothing communication of patents for inventions,providing financial support,and promoting the effective transformation of patents to productivity;The third is perfecting the introduction mechanism of high-end talents,and carrying out talent transfer cooperation with discipline advantage universities;The last is establishing differentiated policy objectives and balancing the intensity of intellectual property rights protection in different cities. |
