Since the reform and opening up,China’s economy has achieved rapid growth, but it has also been due to a series of problems such as resource shortage, environmental pollution, and large income distribution gap, resulting in weak "inclusiveness" and lack of "greenness".Practicing inclusive green growth is an important way to enhance inclusiveness and promote green transformation. As an important industry for the development of the national economy, productive service industry is an important driving force for economic growth. In recent years, with the introduction of policies to encourage industrial clusters in various regions, the agglomeration trend of productive service industries has become more and more obvious. The agglomeration of productive service industries can often increase production efficiency, improve environmental quality and optimize the distribution of results, which will have an important impact on the inclusiveness and greenness of economic growth. Therefore, this paper focuses on the impact of productive service industry agglomeration on inclusive green growth, aiming to provide important enlightenment for improving the level of inclusive green growth.Firstly, based on existing theories and research, this paper sorts out the theoretical mechanism of the impact of productive service industry agglomeration on inclusive green growth.Secondly, based on the provincial panel data from 2004 to 2020,the location entropy is used to measure the agglomeration level of productive service industries in various provinces in China. This paper uses the fixed-base range entropy weight method to measure inclusive green growth in various provinces in China. The Kernel density estimation method,Dagum Gini coefficient decomposition and convergence model are used for feature analysis of inclusive green growth in China. Then, empirically test the impact of productive service agglomeration on inclusive green growth, explore its heterogeneity and verify its mechanism. Then analyze whether there are differences in the impact on the level of inclusive green growth at different stages of the level of inclusive green growth. The specific conclusions of the study are as follows:(1)China’s productive service industry has formed a trend of agglomeration development. The eastern region has the highest level of agglomeration and the central region has the lowest. The agglomeration level of high-end productive service industries is higher than that of low-end productive service industries.(2)There are obvious α and absolute β convergence characteristic in the level of inclusive green growth in various provinces and regions. The gap between provinces in inclusive green growth level is narrowing. The level of inclusive green growth in the eastern region is higher than that in the central and western regions.Regional differences are the main source of the overall spatial difference of inclusive green growth in China.(3)The agglomeration of productive service industries promotes inclusive green growth. The level of openness to the outside world and environmental regulation have a positive impact on inclusive green growth, while the degree of government intervention, investment scale and energy consumption structure have negative effects. In addition, when the level of inclusive green growth is at different stages, the role of agglomeration of productive service industries in promoting the level of inclusive green growth is also different.(4)The impact of agglomeration of productive service industries on inclusive green growth is heterogeneous.First, there is regional heterogeneity. The agglomeration of productive service industries in the central and western regions will enhance the level of inclusive green growth in the region.Second, there is industry heterogeneity. The agglomeration of low-end productive service industries and the agglomeration of high-end productive service industries play a positive role in promoting inclusive green growth, but the promotion effect of agglomeration of low-end productive service industries is lower than that of high-end productive service industries.Third, temporal heterogeneity.Since China paid continuous attention to the development of the service industry in 2010,the agglomeration of productive service industries has played a more significant role in improving inclusive green growth.(5)Technological innovation and financial support play a significant positive regulating role in the process of impacting inclusive green growth on the agglomeration of productive service industries by enhancing the economic, environmental and social inclusion effects of the agglomeration of productive service industries.Based on the above research conclusions, combined with the current development status in China, from the perspective of accelerating the agglomeration of productive service industries, consolidating the implementation of the concept of green development, and actively playing the role of government decision-making,this paper puts forward relevant policy implications on how to promote the agglomeration of productive service industries in China in the future. And this paper gives advice to the positive role of productive service industry agglomeration on inclusive green growth, and the future research direction.
