State-owned enterprises are a powerful force in the development of our socialist market economy.In the face of the increasingly fierce competition environment of the market,the state-owned enterprises,especially the local state-owned enterprises with a relatively backward management level,how to improve the performance management level in the competition,and to obtain the core competitiveness,is a great difficulty in deepening the reform of the state-owned enterprises and improving the quality and efficiency of the state-owned enterprises.At present,the state-owned enterprises in some parts of our country are still at the level of preliminary development in the management performance,because the state-owned enterprise system has always had the traditional idea of the ""eating from the same big pot" and the "equalitarianism",and the existing performance index is not scientific,the performance appraisal process is not smooth,etc.In the development of state-owned enterprises,they face many blocks.So,for state-owned enterprises all over the world,the most urgent task now is to establish a new performance management system corresponding to it according to the actual situation of the state-owned enterprises.Shanxi FG Company is a large state-owned enterprise which mainly produces and sells liquor and health wine.It has more than 10,000 employees and annual sales of more than 15 billion yuan.Although the company's operating performance increases year by year,the employee's work enthusiasm and initiative is not high.What is the cause of this phenomenon? Through the comprehensive use of literature research,cases analysis and other research methods,deep into Shanxi FG Company,it is found that the emergence of the above phenomenon is not deeply combined with the corporate performance management system and corporate strategy,and the performance-oriented culture has not been effectively established.The depth of problems such as the design of key indicators and the lack of effective combination of job instructions etc..The key to solve the above problems is undoubtedly to optimize the performance management system and formulate a set of performance management scheme which can adapt to the requirements of deepening the reform of state-owned enterprises and promote the optimization of the company's performance management system.This research thinks that FG company should carry on the optimization design to the performance management system systematically,carry on the design from the performance appraisal cycle,the performance appraiser choice,the employee performance appraisal calculation,the performance appraisal rating,the performance appraisal procedure etc.Focus on solving the problems of performance management system and company strategy is not deeply integrated,performance-oriented culture is not effectively established,key indicators design and job specification are not effectively combined,and pay attention to monitoring the whole process of performance management.Prepare carefully before the implementation of the performance management system,apply well the application of the results of the performance appraisal,perfect the safeguard measures for the implementation of the performance management system,then form a complete performance and effective assessment system.This will greatly improve the performance management level of the company,promote the promotion of the core competitiveness of the company and the development and progress of individual employees,and lay a solid foundation for the company to achieve the established strategic objectives.
