Study On The Reform Of The Examination And Approval System Of Real Estate Construction Projects In Ningde City

In 2018,the General Office of the State Council issued the "Notice on the Pilot Reform of the Examination and Approval System for Construction Projects" referred to as "State-run Development[2018]33",which is the deployment of the Central Committee of the Party and the State Council to further deepen the reform of "release and control uniforms," and optimize the business environment,and to promote the transformation and reform of government functions to reduce the examination and approval,strengthen supervision and improve service,and promote fair competition in the market.As a pilot reform document,the document will face many problems.Especially for the real estate industry,there is no relevant content in dealing with the issues of"peasant workers'wage guarantee and accidental injury insurance","commercial housing pre-sale license approval" and "fire control acceptance of real estate engineering" related to the real estate industry.This dissertation discusses the basic theory,service status and optimization strategy of the administrative approval of real estate projects.Based on practical work and years of real estate development experience in Ningde,this paper analyses the current situation of the administrative examination and approval system of real estate development projects in Ningde from different angles of government and enterprises.This paper makes an attribution analysis of the dilemma and problems of the administrative examination and approval system of real estate projects under the vision of business environment.At present,Ningde real estate project administrative examination and approval system mainly includes four aspects:unbalanced power allocation,conflict of interest demands,insufficient top-level process design and inadequate application of administrative examination and approval information technology.Referring to the examination and approval of real estate projects in some cities at home and abroad,this paper puts forward the reference significance for Ningde City.Finally,the content of the reform of Ningde real estate project administrative examination and approval system is put forward from three aspects:streamlining unnecessary examination and approval participants,reducing the design of administrative examination and approval links,and proposing the development of examination and approval online circulation system.This dissertation puts forward the suggestions of establishing perfect,efficient and scientific optimization,which will eventually provide enterprises with more high-quality,convenient,efficient and transparent administrative services.
