The Study Of Shenyang Administration Of Industry And Commerce In Administrative Examination And Approval Reform

The new government has promoted system of administrative examination and approval vigorously after taking up an official post. The system of administrative examination and approval in AIC (administration of industry and commerce) has been an important part from economic reform. However, in the nowadays, it cannot serve the economy and government of CPR better. Actually, it need a more comprehensive reform which AIC in some places have attempt to operate actively during these years. Someone received some good experiences and someone was prevented from some troubles. This thesis tried to analyze condition of the system of administrative examination and approval in Shenyang AIC based on Shenyang local condition, e.g. too many materials, complicated process, bad service and different rules. All these things cause some troubles in economic develop just like wasting so much enterprise labor and capital cost. Meanwhile, this thesis also explained all these phenomenon how to come out as traditional, loyalty and personal situation. Comparing with domestic and abroad reform and relying the principle of strategic blueprint and Wide into the strict control, this thesis will give some plans and advice to change the system of administrative examination and approval in Shenyang AIC for the enlightenment and copy in the future reform, including Streamlining the approval matters, the approval process optimization, Specification for examination and approval, and To improve processing services and supervision and management.
