Real estate construction approval, refers to get the permissions of real estate construction from the government such as land certificate, planning permission, construction permission in the front of the project development. To finish the real estate construction approval will cost a long process, complex procedures and a number of professional knowledge. People must go to lots of The government involved department, resulting in a serious loss of time value of capital, and the waste of social resources.This study will make a research at real estate construction approval of Foshan City Guangdong Province, Based on the data gave by social survey, and the literatures about the system of administrative examination and approval. Before and after the Super Ministry System Reform of Foshan city in 2009 as a time node, the research will give the details of the approval in the area. By longitudinal analysis, horizontal comparison and comprehensive research, the article will recount the historical evolution, problems and solutions of real estate construction approval in Foshan city.Through the construction of the examination guidelines research and longitudinal comparison with the approval before, the study find that the current construction approval of Foshan city involving 24 items and 15 government departments, costing 154 days.Horizontal analysis is made based on the investigation in the society, and show that to finish the approval in Foshan now actually cost 235 days,81 days more than the theoretical time base on the guidelines. At the same time, satisfaction survey reflect that people give satisfaction score below 50 accounted 60%, mainly involving 4 items of approval and 6 government departments.Through comprehensive analysis, after evaluating the effectiveness of the research data, the study summarizes that 6 major problems emerged in the real estate construction approval of Foshan city now. The problems are drawings audit involve a large number of government departments and joint revision; the pattern of administrative examination and approval, which is required to spot transacted, is backward and has not yet been banned; the items are set repeatedly; the approval time is too long; prior and post supervisions are disjointed and the approval process has poor regulations; public participation of evaluation on department performance is not high and the results are not made public. Five reasons cause the problems which are unreasonable government organizations, hysteresis quality of automation and networking; unfully appreciate of the concept, content and essence of approval in government, poor open system of administrative affairs, incomplete supervision system.Finally, to improve the efficiency of real estate construction approval of Foshan city by using the ESIA method, this study gave five main recommendations as: to integrate the audit content approval process which is similar or censored by correlated departments; to optimize and improve deep in the automation degree to increase autonomy of public affairs; to simplify examination and approval items to improve efficiency, to eliminate redundant details of construction approval; to perfect the guarantee and supervision system.The results are mainly as follows: items of construction approval from 24 down to 17; the total time compression from the current 235 days to 73 days, with the compression rate of 68.9%. At the same time, by applying the theories of capital profit in economics, using the land transaction case of 2009 in Foshan city, this study show that a decrement of 0.9 billion Yuan in cost of land appear in the approval process of construction.
