The system of land examination and approval is the most important approach for guaranteeing land resources a reasonable usage, It has played a significant role in utilizing the land resources with a reasonable and sustainable way, boosting the society and economy development healthy. However, with the extent of opening situation getting more profoundly and the serious inconsistency relationship between human beings and lands, present system's backwards has appeared gradually, as the approach of macroeconomic regulation and control, the power of this policy has been restricted by some backwards appeared in the system itself. Therefore, the research keeps both academic and practical meanings in perfecting the system, standardizing government behaviors, remodeling government image and reforming present public administrative system.The article attempts to analysis some problems and its causes, which is eager to come up with some suggestions, it mainly studies how to harmonize the land examination and approval relationship between the central government and local government, especially study how to standardize local government behaviors, which aims to form a legal, complete and harmonious external system atmosphere. And it hopes to use the successful experiences of Singapore, Taiwan Province for reference. Study the disadvantages belonged to the system itself and put forward some answers from several aspects. It hopes that this article could help the practical reform on land examination and approval policy by the combinational measures.
