With the economic development of various countries into the accelerated stage,the world is also facing environmental pollution,energy shortage and other problems,people's quality of life is increasingly affected by environmental pollution.The problem of environmental pollution is closely related to the problem of industrial structure.The Menez curve of environmental reservoir shows that the environment will improve with the optimization of industrial structure,and the environment in the process of industrial structure development is to show the trend of worsening first and then improving.Contemporary economic and social development must attach importance to green development,energy conservation and emission reduction.The concept of green development is a new concept that distinguishes it from the traditional concept of development at the expense of the loss of resources and the destruction of the environment.It is based on the coordinated development of man and nature as its main characteristics,pursuing the synergistic development of economic,social and environmental resources,and supporting the development of knowledge-intensive,technology-intensive high-tech industries and low-carbon industries such as new energy technologies,biomedicine and information technology.Tianjin is a representative of the old industrial city based on heavy industry,the traditional high consumption,high pollution,low output of industrial development structure has affected the overall economic development of Tianjin.Tianjin should actively change its own way of development,pay attention to the importance of industrial structure optimization,under the guidance of green development concept to take the development road of energy saving and emission reduction,green environmental protection.Based on the previous research,this paper selects nine indexes representing the optimization level and green development level of Tianjin's industrial structure,and uses the data from 2000 to 2017 to evaluate the optimization level of industrial structure in Tianjin.Among them,the level of industrial structure optimization includes the index representing the rationalization of industrial structure and the index representing people's quality of life,and the green development level is mainly represented by the index of measuring energy saving and emission reduction.According to the empirical results of principal component analysis,the reasons for the difficulty of economic growth in Tianjin are mainly the slow adjustment of industrial structure,the traditional emphasis on industry and old industry in industrial structure,especially the heavy industrial output value in the industrial structure is relatively high,the pull effect on the city's economy is small,so that the economic deceleration in the last two years is obvious.At the same time,this paper uses Granger causality test to test whether green development and industrial structure optimization are mutually causal.The empirical results show that industrial structure optimization is the Granger cause of green development,and green development is not the Granger cause of industrial structure optimization,which shows the importance of industrial structure optimization to green development.Finally,this paper aims at the problems existing in the process of industrial structure optimization in Tianjin and the existing advantages,and from the point of view of the concept of green development,puts forward some countermeasures and suggestions for developing green new industry,focusing on developing the tertiary sector and encouraging the manufacturing industry to innovate continuously.
